NAVSUP Fleet Logistics Center Yokosuka, part of the U.S. Navy, is seeking qualified contractors for the replacement of seawater flushing piping on the USS TRIPOLI (LHA-7) at Sasebo Naval Base, Japan. - Government Buyer: - U.S. Navy, NAVSUP Fleet Logistics Center Yokosuka, SRF AND JRMC Yokosuka - Products and Materials Requested: - Extensive list of copper-nickel (CUNI 90/10 and 70/30) pipes in various sizes (1/4" to 2" IPS), with part numbers such as B4730SAPTE0208, B4730SAPTE0207, etc. - Pipe fittings including couplings, elbows (90-degree, long and short radius), unions, tees, adapters, and bosses - Valves (gate, stop, bronze), gaskets (metallic, rubber, O-ring), welding rods, brazing alloys, flux, adhesives, insulation materials, and sealing compounds - Quantities range from single units to over 100 feet for piping - Services Requested: - Removal of existing piping and installation of new piping and associated materials per detailed Navy specifications and standards - All work to be performed at Sasebo, Japan, on the USS TRIPOLI (LHA-7), from the 02 Deck through the 2nd Deck Level - Unique or Notable Requirements: - Offerors must have an active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan region, or provide documentation of compliance with DFARS 252.225-7042 if outside Japan - Compliance with cybersecurity and hazardous material regulations is mandatory - Use of covered defense telecommunications equipment is prohibited - No specific OEMs or brand names are identified; materials must meet military specifications (e.g., MIL-T-16420, MIL-E-21562, MIL-G-24748) - The contract is firm fixed price for the complete job

Description

The Offeror shall certify that they currently hold an active U.S. Navy MSRA/ABR Agreement in the Japan Region.  Offerors who do not possess a current NAVSUP FLCY MSRA/ABR Agreement shall submit a copy of their approved and active U.S. Navy MSRA/ABR Agreement as a Prime Contractor as part of the proposal package.  

This solicitation is intended only for sources duly authorized to operate and do business in Japan, as prescribed by DFARS 252.225-7042.  Contractors outside Japan must submit documentation that unambiguously demonstrates the Offeror's compliance with DFARS 252.225-7042 as a part of their proposal.

Contractors located outside Japan that do not unambiguously demonstrate compliance with DFARS 252.225-7042 will not be eligible to receive an award. Any Offeror who do not possess an active MSRA or ABR in the Japan Region, or does not agree to execute a master agreement (MSRA/ABR) in the Japan Region before award of a job order, will not be eligible to receive an award."
