Septic Tank Replacement at U.S. Embassy Bangkok Rajdamri Compound

The U.S. Embassy Bangkok, under the Department of State's Facility Management Office, is seeking a contractor for the replacement of a broken septic tank at the Rajdamri Compound in Bangkok, Thailand. - Government Buyer: - U.S. Department of State, U.S. Embassy Bangkok, Facility Management Office - OEM Highlight: - The existing septic tank is a Premier Product GK-100; the replacement must meet the same specifications - Products/Services Requested: - Removal of the existing Premier Product GK-100 septic tank - Installation of a new septic system matching Premier Product GK-100 specifications - Associated work: piping, fittings, accessories, waste disposal, site restoration, and landscaping - Comprehensive service scope: site inspection, reporting, shop drawings, safety documentation, sheet pile installation for landslide protection, excavation, backfilling, testing, final inspection, and project management - Notable Requirements: - All labor, materials, equipment, and services must be included - Contractor must comply with safety standards, obtain permits, and pass inspections - One-year warranty on materials and workmanship is required - Project must be completed within 90 days of notice to proceed, with work commencing within 7 days of notice - Estimated contract value is under $25,000 USD

Description

Enclosed is a Request for Quotes (RFQ) for septic tank replacement.  If you would like to submit a quotation, follow the instructions in Section J of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the solicitation.

The U.S. government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.  We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

Direct any questions regarding this solicitation in writing to Ramon Menendez-Carreira, Contracting Officer, email: BangkokGSOProcurement@state.gov.  Questions must be written in English.  Closing date for question submission will be July 20, 2026 at 4:00 PM (Bangkok local time).

The Embassy intends to conduct a site visit. The site visit be held on July 17, 2026 at 10:00 AM (Bangkok local time) at Rajdamri Compound.

Vehicles are not allowed access to Rajdamri Compound.  The Government will not be responsible for the participants’ vehicle parking fee. The completed site visit agenda and site visit instructions will be provided upon request.  Prospective offerors/quoters must provide company’s name, participant full names in English which match the identification cards or passports, email address and mobile phone number of company’s point of contact to email: BangkokGSOProcurement@state.gov by July 15, 2026 at 12:00 PM (Bangkok local time) for the site visit instruction and to arrange entry to the building. Attendance at the site visit is limited to three personnel per offeror/quoter.

Quotations are due by July 23, 2026 at 12:00 PM (Bangkok local time). No quotations will be accepted after this time. Quotations must be in English and incomplete quotations will not be accepted.

Your quotation must be submitted electronically to BangkokGSOProcurement@state.gov.  It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 25MB. If the file size should exceed 25MB, the submission must be made in separate files and attached to separate emails with less than 25MB each.

In order for a quotation to be considered, you must also complete and submit the documents specified on the solicitation.

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under RFO FAR 4.203-1. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
