This opportunity is for aquatic invasive species eradication at Hoosier National Forest, Tell City Ranger District, Indiana. - Government Buyer: - USDA Forest Service, CSA East 1 (Atlanta, GA) - Hoosier National Forest, Tell City Ranger District - Scope of Work: - Eradication of non-native invasive species (NNIS), primarily Eurasian Watermilfoil, in multiple lakes (Tipsaw, Saddle, Indian, Celina) - Treatment of nuisance aquatic vegetation around boat ramps and beach areas - Services include selective and non-selective aquatic herbicide application, post-treatment surveys, and reporting - Products/Services Requested: - Aquatic herbicide treatments using EPA-approved products (e.g., Procella COR, Sonar, or equivalents) - Treatment areas specified in acres for each lake and vegetation type (e.g., 49 acres Tipsaw MYSP, 68.8 acres Celina MYSP) - All labor, materials, equipment, and expertise for herbicide application and compliance with environmental/safety regulations - Unique/Notable Requirements: - Contractors must hold a State of Indiana (or reciprocal) OISC Category 5 Aquatic Pest Management license - Minimum 90% kill rate of target invasive species required - Compliance with Service Contract Labor Standards and DEI requirements - Post-treatment surveys and detailed reporting are mandatory - No specific OEMs or vendors are named; EPA-approved herbicides such as Procella COR and Sonar are referenced as examples - The contract includes a base period and two option periods, with total duration not to exceed two years

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.

Solicitation number 12443926Q0100 is issued as a Request for Quotation (RFQ) for NNIS Eurasian Watermilfoil Eradication Hoosier National Forest, Tell City District, Indiana.

Contractors will treat non-native invasive species (NNIS) for Eurasion Milfoil with additional treatment for nuisance vegetation around the boat ramps and beach areas of the lakes located on the Hoosier National Forest, Tell City Ranger District in Perry County, Indiana as described in the attachments. State of Indiana (or reciprocal) licensing certification for herbicide treatment is required.

It is anticipated that a firm fixed price purchase order will be awarded as a result of this synopsis/solicitation.

The Government intends to evaluate quotations using a comparative evaluation methodology. This means quotations will be compared against one another to determine which provides the best value to the Government, based on the evaluation factors outlined in this solicitation. The Government may consider quotations that exceed minimum requirements and offer additional value or benefits, even if they are not the lowest priced. However, formal tradeoff procedures will not be conducted.

System for Award Management (SAM) registration must be current at the time of offer submission.

This acquisition is not set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 115310 The small business size standard is 11.5M This acquisition is an unrestricted requirement. All responsible sources may submit a quotation which will be considered by the agency.
