MetroLINK Seeks Design and Commissioning of Battery-Electric Passenger Ferry and Charging System

MetroLINK is seeking proposals for the design, engineering, and commissioning of a battery-electric small passenger ferry and its charging infrastructure for service on the Mississippi River in the Quad Cities area. - Government Buyer: - Rock Island County Metropolitan Mass Transit District (MetroLINK) - Products/Services Requested: - One (1) battery-electric small passenger ferry vessel - 46 CFR Subchapter T compliant, 47-foot monohull (aluminum or approved alternate material) - Capacity for 49-60 passengers, ADA compliant, bicycle securement for 6-8 bikes, up to 3 crew - Fully electric propulsion (no internal combustion engine), direct current propulsion motors - Propulsion batteries with preference for lithium-titanium-oxide (LTO) chemistry, 18-year service life - US Coast Guard (USCG) certification required - Robust safety, communication, and fire protection systems - 25-year useful life - One (1) rapid charging system (RCS) for the ferry - Compatible with Megawatt Charging System (MCS) plugs or approved equals - Stainless steel 316L enclosures, IP67 ingress protection - Manual connection at The Bend dock, with cable terminations and cooling systems - Make and model to be specified by proposer - Design, engineering, and technical documentation services - All phases: concept, contract, detail, and production engineering - Support for shipyard RFP process and commissioning - Operator training and acceptance trials - Coordination of installation of charging infrastructure (installation by others) - Unique/Notable Requirements: - Compliance with USCG, American Boat Yacht Council, and ADA standards - Interoperability between vessel and charging system - Compliance with Build America, Buy America (BABA), Davis-Bacon, Illinois Works Jobs Program Act, and DBE participation (EPA's Six Good Faith Efforts) - Delivery deadline for vessel and charger: November 15, 2028 - Project funded by USEPA, IEPA, and Illinois DCEO - All regulatory approvals and robust construction for river conditions required - OEMs/Vendors: - No specific OEMs or vendors named; proposer will specify charging station make/model - Place of Performance: - The Bend Dock, East Moline, IL, and the Mississippi River between Lock and Dam 14 and 15

Description

The Rock Island County Metropolitan Mass Transit District (MetroLINK) is soliciting proposals for the design, shipyard RFP support, and commissioning of one battery-electric small passenger ferry. The project also includes identifying and specifying the make and model of one charging station to support the ferry and coordinating the installation of the electrical infrastructure required for the charging system, which will be furnished and installed by others. The vessel must be Coast Guard compliant, designed for operation on the Mississippi River between Lock and Dam 14 and 15, and delivered by November 15, 2028.
