Chatham County, in partnership with Effingham County, is seeking qualified consulting firms to provide engineering design services for the Old River Road Widening Project (Phase I). - Project scope includes widening approximately three miles of Old River Road from two lanes to a four-lane divided roadway - Work involves roadway reconstruction, new pavement structure, drainage improvements, safety and operational enhancements, access management, intersection upgrades, traffic control features, utility coordination, bike shoulders, and multimodal accommodations - The project is jointly funded by Chatham and Effingham counties on a 50/50 basis and will be jointly administered - Required services: - Professional engineering design - Environmental documentation and NEPA compliance - Surveying and geotechnical investigations - Permitting for construction and environmental compliance - Utility coordination - Public involvement and stakeholder engagement - Project management and quality assurance - Optional right-of-way acquisition services - All consultants and subconsultants must be prequalified with the Georgia Department of Transportation (GDOT) in specific area classes - Compliance with GDOT Plan Development Process, Plan Presentation Guide, Electronic Data Guidelines, FHWA requirements, and all relevant state and federal standards is mandatory - Selection will be based on qualifications, not price, following a quality-based selection process - Adherence to federal procurement and civil rights requirements is required

Chatham County in coordination with Effingham County is soliciting Statements of Qualifications (SOQs) from qualified consulting firms to provide engineering design services for the Old River Road Widening Project. The project involves widening approximately three miles of Old River Road from a two-lane rural roadway to a four-lane divided facility, including roadway reconstruction, drainage improvements, safety enhancements, and multimodal accommodations. The project will be jointly funded on a 50/50 cost-sharing basis by Chatham and Effingham counties and will be administered jointly. The selected consultant must be prequalified with the Georgia Department of Transportation and comply with applicable state and federal standards.
