Texas Department of State Health Services (DSHS) is seeking a contractor to provide Maintenance and Operations (M&O) services for LabWare Laboratory Information Management System (LIMS) version 8 and Clinical Health Template (CHT) version 5.1, as well as integration with the Texas Laboratory Online (TLO) application. - Government Buyer: - Texas Health and Human Services Commission (HHSC), Department of State Health Services (DSHS), Public Health Laboratory Division (PHLD), Procurement and Contracting Services (PCS) - OEMs and Vendors: - LabWare Inc. (primary OEM for LIMS software) - Products/Services Requested: - LabWare LIMS v.8 licensing and maintenance - Clinical Health Template v.5.1 support - Integration services for Texas Laboratory Online (TLO) - Project management, training, licensing management, helpdesk, system maintenance, disaster recovery, reporting, configuration management, supplemental administrative support (2080 hours annually), development services, accessibility compliance, and turnover activities - User licenses for 1-60 and 61-120 concurrent users - Unique/Notable Requirements: - HIPAA and FISMA compliance, state information security standards - Disaster recovery and business continuity testing - Accessibility compliance (Section 508, ADA, WCAG 2.1 Level AA) - Automated reporting, order processing, and inventory management - Bi-directional interface between LabWare LIMS and TLO for secure, automated data exchange - Annual cybersecurity training and vulnerability scanning - Liquidated damages and performance measures - Contract Value: - Estimated at $3,000,000, with annual compensation around $407,192 - Period of Performance: - Initial term of 3 years, with up to 3 additional option years (maximum 6 years) - Operations phase begins at system go-live; turnover activities start 12 months before contract end - Annual and as-needed deliverables throughout contract term
