Description

The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA) / United States Fire Administration (USFA) intends to negotiate on a sole source basis (IAW FAR 13 and 19.14) with the Society of Fire Protection Engineers (SFPE), 9711 Washington Blvd, Suite 380, Gaithersburg, MD, 20878, as the only responsible source that capable of providing Wildland-Urban Interface (WUI) Risk Assessment & Mitigation for the Fire Service for USFA.

The SFPE uniquely developed software for wildfire risk assessment with high tech systems for determining mitigation strategies.  There are no other software applications with these capabilities and proficiencies for managing communities’ risk for WUI incidents.  The SFPE has specialized knowledge and training material content for fire mitigation strategies in the Wildland Urban Interface.

This project will provide students with the opportunity to attend the SFPE premier training Program (F0663 & F/W2292) Wildland Urban Interface Risk Assessment & Mitigation for the Fire Service. The course goal is to teach learners to use a virtual handbook of engineering-based resource materials to support fire department WUI property fire risk assessments and recommended mitigation strategies for use in the field.

Currently, many WUI fire assessments are based on simple checklists that don’t provide fire departments with the flexibility they need to make informed recommendations on assessment and mitigation in the field. This project is designed to support three (3) Wildland Urban Interface Risk Assessment & Mitigation for the Fire Service (1-day) course deliveries and seven (7) Wildland Urban Interface Risk Assessment & Mitigation for the Fire Service (2-day) course deliveries in the field for fire departments to learn to use the SFPE WUI tool and apply learning in their jurisdictions

This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13).  The intended procurement will be classified under North American Industry Classification System (NAICS) 611430 with a Small Business Size Standard of $15M.  This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.  However, parties interested in responding to this notice will need to submit technical data, sufficient to determine capability in providing the same product.  All capability statements received within 15 days after publication of this synopsis will be considered by the Government.  A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
