DESCRIPTION:
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation document is attached.
This solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2021-06, Dated 06-10-2021.
The Network Contracting Office 8-SAO East intends to award a fixed-price requirements contract to provide commercial services, providing for all labor, equipment, materials, services, supervision, management and transportation necessary to provide Self Care Housing (Hotels/Motels) Services for the James A. Haley VA Hospital (JAHVH) in accordance with the below Performance Work Statement (PWS) and attached Price Schedule.
SET-ASIDE: This solicitation is not set-aside and is issued for Full and Open Competition

REPRESENTATIONS and CERTIFCATIONS: Offerors must complete annual representations and certifications electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal in accordance with FAR 52.212-3, Offerors Representations and Certifications Commercial Items. If paragraph (j) of the provision is applicable, a written submission is required.

BASIS of AWARD: Award will be based upon a comparative evaluation of proposals in accordance with the Simplified Acquisition Procedures of FAR 12. Comparative evaluation is the side by side pairwise comparison of proposals based on factors resulting in a Contracting Officer decision for the proposal most favorable to the Government. Options will be evaluated at time of award.
The award will be made to the response most advantageous to the Government. Responses should contain your best terms and conditions. See FAR 52.212-1 Instructions to Quoters-Commercial Items in the attached RFP 36C24826R0121.
The Government intends to award a Firm Fixed-Price Indefinite Quantity Type Contract to provide commercial services resulting from this RFP. The Government reserves the right to make no award from this solicitation.
