Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF), under the U.S. Navy, is seeking small business sources for upgrading and maintaining its Bi-Directional Amplifier (BDA) system across Drydocks 1-4 and associated pump wells. - Government Buyer: - U.S. Navy, Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF) - OEMs and Vendors: - No specific OEMs or vendors are named; requirement for OEM-trained technicians suggests preference for original manufacturers - Products/Services Requested: - System upgrade of BDA systems, including procurement and installation of antennas, splitters, and cabling - Spare Parts Kit (includes: Power Supply, Yagi Donor Antenna, Transit type interior Antenna, Antenna RF cable with connectors, Connectors for interior RF cables, Antenna for interior use, FRU Rx Module, FRU Tx Module, RF Cable Splitter, 1.2Kv UPS, MOV for AC protection) - Monthly scheduled preventative maintenance (12 visits per year) - Trouble call response within 2 business days - Remedial repairs, calibration, operational checks, alignment to manufacturer specifications, and reporting - Unique/Notable Requirements: - Contractor must provide OEM-trained, U.S. citizen technicians - Work performed on-site in Pearl Harbor, Hawaii - Removal and disposal of legacy equipment after system upgrade - Timely response to trouble calls and detailed inspection reports - Spare parts kit must cover critical components for BDA system operation - Contract Structure: - One-year base period for system upgrade completion - Four annual option years for ongoing maintenance and service support

In accordance with Federal Acquisition Regulation (FAR) 10.002(b), this Sources Sought Notice is for market research and information purposes only at this time and shall not be construed as a solicitation or as an obligation.

This notice is to determine the availability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service- Disabled Veteran-Owned Small Business and Woman Owned Small Business) to provide the required services.

Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is issuing this sources sought synopsis as a means of conducting market research to seek eligible contractors to provide a system upgrade of antennas, splitters, and associated cabling across Drydocks 1, 2, 3, and 4, and their associated Pump wells and also to provide a Manufacturer Trained and Certified Technician for the continuous operational maintenance service support for the BDA Systems, which includes responding to all trouble calls within (2) business days notice and performing monthly scheduled preventative maintenance, repair, calibration and remedial service, with an inspection report of work performed as stated in the performance work statement.

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 811210 - Electronic and Precision Equipment Repair and Maintenance and the small business size standard is $34,000,000.00. The Product Service Code is J059 - Maintenance, Repair and Rebuilding of Equipment: Electrical and Electronic Equipment Components.
