NOTICE OF INTENT – Atlantic Council of the United StatesThis is a NOTICE OF INTENT to award a sole source contract using Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Part 6.103-1 Other than full and open competition. The Department of Energy (DOE), Office of Headquarters Procurement Service, intends to award a sole source contract to The Atlantic Council of the United States to provide support for the planning and organization of the 7th Partnership for Transatlantic Energy Cooperation (P-TEC) Ministerial and Business Forum. The Atlantic Council is a not-for-profit organization (NGO) founded in 1961, which is focused on expanding and enhancing relations between the United States and the Transatlantic community. The DOE Office of International Affairs (IA) would specifically wish to contract with the Atlantic Councils’ Global Energy Center. The Global Energy Center (GEC) promotes energy security by working alongside government, industry, civil society, and public stakeholders to devise pragmatic solutions to the geopolitical and economic challenges of the changing global energy landscape. The GEC has quickly developed into an important resource for governments, industry, and civil society to understand and navigate the complexities of European energy security. They have demonstrated a successful track record of convening leading energy leaders to develop policy frameworks for consensus by multiple governments to promote cross border energy infrastructure. The anticipated activities include but are not limited to the following:• Liaise with the DOE and others to organize the forum,• Help develop content including panel questions,• Identify and recruit speakers, panelists, and participants, and• Develop and maintain a registration website.In accordance with Competition in Contracting Act, 41 U.S.C. 3304, as implemented by RFO 6.103-1, Other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy the agency’s requirements. The Government intends to award a sole source purchase order to The Atlantic Council of the United States, Inc., 1400 L ST NW, Washington, D.C. 20005.This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties may submit a capability statement information, which shall be considered by the requesting agency, within ten (10) calendar days of publication of this notice.SUBMISSION INSTRUCTIONS: Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. The preferred method for submitting a written response to this specific notice is via the vendor portal at https://www.fedconnect.net/.
