1. This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Project Title: High Pressure Steam Piping Replacement Description: VA Greater Los Angeles Healthcare System is seeking a contractor to remove and replace the pressure reducing valve station at Building 200 of the VA Sepulveda Ambulatory Care Center. Project Location: VA Sepulveda Ambulatory Care Center Solicitation Type - Number: Request for Quotes (RFQ) - 36C26226Q1131. Set Aside: This solicitation is issued as a small business set aside. Applicable NAICS code: 238220, Plumbing, Heating and Air-Conditioning Contractors. Statement of Work Objective: VA Greater Los Angeles Healthcare System seeks a contractor to remove and replace the pressure-reducing valve station at Building 200 of the VA Sepulveda Ambulatory Care Center. Background: The high-pressure steam piping system is deteriorating, and the valves require replacement. The valves no longer seal to stop steam from entering the building. The traps and piping are also deteriorated and require replacement. Scope: This project involves removal and replacement of the Pressure Reducing Valve Station at VA Sepulveda Building 200. Existing parts will be replaced with new Armstrong GP-2000 Carbon Steel steam regulators, along with associated steam traps, piping, and fittings. A new Quadax isolation valve will also be installed on the station. Equipment to be Installed in Building 200: (2) Armstrong Steam Regulators (2) Globe Valves, Carbon Steel (2) Titan Y-strainers with Blowdown (2) Armstrong Drip Trap assemblies (2) Quadax Isolation Valves, Carbon Steel Additional Tasks: All new pipes, valves, and fittings to replace outdated or corroded components and improve system accessibility. Contractor must perform: Demolition: Isolate steam & condensate system at the connection point, disconnect existing assemblies, and remove old parts from the site. Installation: Install new Armstrong GP-2000CS Steam Pressure Regulators, Globe Valves, Titan Y-strainers, Quadax Butterfly Quad Gate Valve, Armstrong TVS-4000 with 2011 Drip steam traps, and reconfigure piping as needed. Sequencing & Phasing: Phase 1 (Weekend): Install first regulator; Phase 2 (Weekend): Install second regulator. Insulation / Pipe Labeling: Insulate all new piping with 1.5-inch fiberglass and aluminum jacketing; label all piping with media type and flow direction. Insulation installation will take 1-2 days. Testing & Start-Up: Pressure testing, operation verification, leak checks, and pressure setpoints. Safety & Compliance: Follow VA safety protocols, OSHA requirements, maintain clean work areas, and comply with VA hot work permit requirements. Performance Monitoring: The Contracting Officer Representative (COR) will monitor and certify the work in accordance with the SOW. Period of Performance: 90 days, including after-hours work for initial changeover. Work Hours: Monday to Friday, 7:00am - 3:00pm Pacific Time. National Holidays: New Year’s Day, Martin Luther King’s Birthday, President’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day. If holidays fall on weekends, observance shifts accordingly. Overtime & Holiday Pay: At 1.5 times regular rate for hours over 8 in a day, first 8 hours on the 7th consecutive day, and Federal Holidays. 2.6. Contractor Personnel Background Requirements Security Policy: Personnel requiring access to VA systems must undergo background investigations and receive favorable adjudication. Contractor is responsible if investigations are incomplete at contract start. Citizenship & Language: U.S. citizenship may be required; all personnel must read, write, speak, and understand English unless otherwise specified. Investigation Costs: Borne by the Contractor, with estimated costs provided for different risk levels. 2.7. Contractor Employees Threat Assessment: Employees must not be threats to health, safety, security, or operations. ID Badge: Obtain from VA Police; must be worn at all times with photo, name, and company. Parking: Use designated areas; contractor is responsible for violations. Smoking: Strictly prohibited on VA grounds. 2.8. Insurance Coverage Coverage: Maintain Workers Compensation and Public Liability Insurance as per laws. Provide certification before work begins and upon renewal. Additional Requirements: General Liability ($500,000), Automobile Liability ($200,000/$500,000/$20,000), no asbestos exclusions.
