Description
The US Army Corps of Engineers (USACE), Walla Walla District is seeking business sources for a supply contract entitled: Utility Terrain Vehicles (UTVs) and Snowplow Attachments for Dworshak National Fish Hatchery.
The work involves the supply, delivery, functional testing, and operator training for two (2) new UTVs, two (2) snowplow attachments, and associated spare parts to the Dworshak National Fish Hatchery located in Orofino, Idaho. The anticipated North American Industry Classification System (NAICS) code for this procurement is 441227 Motorcycle, ATV, and All Other Motor Vehicle Dealers, associated with Product Service Code (PSC) 2305 Ground Effect Vehicles. The associated small business size standard is $40 Million.
This sources-sought announcement is a tool to identify concerns with the capability to accomplish the work. This is not a solicitation. Only those companies which respond to this announcement by submitting the requested information (items one through four) will be used in determining whether to set aside this requirement.

Summary of Scope of Work
The U.S. Army Corps of Engineers requires the purchase and delivery of two (2) new Utility Terrain Vehicles (UTVs) equipped with fully enclosed climate-controlled cabs, two (2) 72-inch snowplow attachments with hydraulic angle kits, and specified spare parts. The contractor shall provide all vehicles, equipment, transportation, installation of attachments, and training necessary to deliver fully functional, field-ready units.

The delivered UTVs must meet strict factory-standard capabilities, including but not limited to:

Cab & Climate Fully enclosed cab with hard roof, swing-out doors with electric windows, fixed glass windshield with wiper, and full climate controls (Air Conditioning and Heat).
Street & Safety Equipment DOT-rated 8-ply tires for on-road use, turn signals, horn, mirrors, seatbelts, mounted fire extinguisher, and LED lighting (headlights, taillights, side/rear work lights).
Snowplow Attachment 72-inch straight steel snowplow (min 11-gauge), adjustable angle up to 25 degrees, with push tube system and hydraulic angle kit. Operated via a minimum 4500 LB capacity winch with synthetic cable and in-cab controls.
Delivery, Installation & Acceptance
Delivery Location: FOB Destination to Dworshak National Fish Hatchery (Orofino, ID) on or before May 30, 2027. Installation: The Contractor shall be responsible for the complete installation and functional testing of all attachments, including the snowplow and hydraulic angle kit prior to acceptance. Training: Upon successful delivery and installation, the Contractor must provide a minimum of two (2) hours of on-site operator and maintenance training for USACE personnel covering vehicle controls, plow operations, and routine maintenance.
Submittals & Warranty Support
Pre-Award Capability: Offerors must be capable of providing manufacturer catalog cuts, specification sheets, and warranty information clearly demonstrating the offered items meet all technical requirements. Manuals: Delivery must include two bound copies and one digital copy of comprehensive Operation and Maintenance (O&M) Manuals per unit. Warranty: The UTVs and all attachments shall be covered by a minimum one-year warranty on all parts, labor, and workmanship without delivery or shipment fees for warranty work.
