NAVSUP Fleet Logistics Center Pearl Harbor is seeking contractor support for static line parachute jump training and operations for the U.S. Navy Explosive Ordnance Disposal Group One. - Government Buyer: - Department of the Navy - NAVSUP Fleet Logistics Center, Pearl Harbor (FLCPH) - Explosive Ordnance Disposal Group One (EODGRU-1), EOD Training and Evaluation Unit ONE (TEU-1) - Services Requested: - Static Line Operations Support Services for a base year plus two option years - Air operations facility use and support for eight operational days annually - Certified parachute drop zone (DZ) maintained for day and night static-line operations - Military jump operations aircraft support (PAC-750, Caravan, Twin Otter, Skyvan, CASA 212, Sherpa, Caribou, or comparable aircraft with ramp exit capabilities, 20 seats, steel anchor line cable, jump lights) - Commercial aircraft operator certified to DoD and FAA standards - Products/Equipment: - No specific OEMs or part numbers are listed; aircraft types and facility requirements are specified - Unique Requirements: - Facility must provide storage, packing stations, and amenities - Drop zone must be within 5 driving miles of approved runway and listed on AMC Zone Availability Report - Aircraft operator must be DoD-certified and compliant with Part 135 of Title 14 CFR or USSOCOM Directive 350-8 - Training supports approximately 20 students per session with flexible scheduling - Small business set-aside under NAICS code 611699 (All Other Miscellaneous Schools and Instruction)

Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number N0060426Q4067 is issued as a request for quotation (RFQ) for STATIC LINE OPERATIONS SUPPORT SERVICES.

This acquisition is set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The 2022 NAICS code is 611699 (All Other Miscellaneous Schools and Instruction) and the Small Business Standard is $16.5 million. This requirement is restricted to firms and will result in a Firm-Fixed-Price (FFP) purchase order (PO). The Office of Small Business Programs concurs with the total small business set-aside acquisition strategy.

The NAVSUP Fleet Logistics Center, Pearl Harbor (FLCPH) Regional Contracting Office requests responses from qualified sources capable of providing the required services as decribed in  Attachments 1 and 2.
