This opportunity concerns the Air Force Drug Testing Laboratory's (AFDTL) need for amphetamines assay testing kits at Joint Base San Antonio-Lackland: - The 502d Contracting Squadron intends to establish a sole-source, five-year Blanket Purchase Agreement (BPA) with Siemens Healthcare Diagnostics, Inc. - Siemens is the Original Equipment Manufacturer (OEM) of the required EMIT II Plus Amphetamines Assay testing kits (part number 10445421). - The kits are validated for AFDTL's forensic toxicology drug testing and are essential for reducing costly confirmation tests. - The BPA allows for up to 10 kits per year, totaling up to 50 kits over five years. - The procurement is justified as only Siemens' kits are compatible with existing protocols and equipment, avoiding additional costs and delays. - The government invites capability statements from other vendors who believe they can meet the requirement, but market research indicates no alternatives. - Deliveries are to be made to JBSA-Lackland, Texas, during specified weekday hours, excluding holidays. - No services are being procured; this is strictly for supply of the assay kits.
Description
The 502d Contracting Squadron, Joint Base San Antonio-Lackland (JBSA-Lackland), TX intends to solicit and award a sole-source, firm-fixed-price, five-year purchase order to Siemens Healthcare Diagnostics, Inc, under the authority of RFO 6.103-1(a).
This requirement is for EMIT II Plus Amphetamines Assay testing kits for the Air Force Drug Testing Laboratory (AFDTL) at JBSA-Lackland, TX. This will be awarded as a Blanket Purchase Agreement (BPA) with a five (5) year ordering period.
Through market research and the AFDTL experience with various testing kits, the EMIT II Plus Amphetamines Assay testing kits is essential to the Government's requirements as no other product can meet the agency's needs without unacceptable schedule delays and duplication of cost. Siemens Healthcare Diagnostics, Inc. is the manufacturer of these testing kits.
