COMBINED SYNOPSIS/SOLICITATION Life Safety Assessment Survey Building 100 and Building 1 Pipe Basement (i) This is a combined synopsis/solicitation for a commercial service: Fire Protection Code Life Safety Assessment of Building 100 and the Building 1 Pipe Basement at James A. Haley Veterans' Hospital (JAHVH), prepared in accordance with the format at Federal Acquisition Regulation (FAR) Subpart 12.202, "Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. (ii) The solicitation number is 36C24826Q0937 and is issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective 03/13/2026. (iv) This solicitation is issued as Full and Open Competition (Open Market); no small business set-aside applies, with associated NAICS code 541350 — Building Inspection Services, with a small business size standard of $11.5 Million. The FSC/PSC is H342 — Inspection: Fire Control and Rescue Equipment. This solicitation will use Comparative Evaluation in accordance with FAR 13.106-2(b)(3). Award will be made to the offeror determined to be technically acceptable, price reasonable, and representing the best value to the Government. All eligible, responsible offerors may submit quotes. Responses shall be submitted on an all-or-none basis; no partial submissions will be accepted. Quotes must remain valid for 90 calendar days from the date of submission. Scope and Requirements JAHVH is seeking a qualified, independent third-party Fire Protection Engineer (or team of Fire Protection Engineers), not associated with the design team for the New Bed Tower project, to conduct a complete Life Safety Assessment of Building 100 (all levels) and the Building 1 Pipe Basement. The assessment should verify compliance with the applicable edition of NFPA 101 and related referenced codes, identify discrepancies between existing Life Safety Drawings and actual field conditions, and produce a written deficiency report referencing applicable code standards. Full requirements, technical scope, deliverables, and the Quality Assurance Surveillance Plan (QASP) are set forth in the attached Performance Work Statement (PWS). VII. Technical Acceptability — Evaluated as Acceptable or Unacceptable based on: a. Technical and Management Approach: Quoters shall submit a technical approach demonstrating understanding of the PWS, including methodology for conducting the survey, sequencing, and approach to identifying NFPA code deficiencies. Contractor/Personnel Qualifications: Evidence that proposed Fire Protection Engineer(s) hold current, valid certification and possess a minimum of 10 years' experience in healthcare facilities, as per the PWS requirements. Demonstrate past performance in healthcare-facility life safety assessments. Past Performance — The Government will assess the likelihood of successful performance based on previous experience, customer surveys, past performance questionnaires, CPARS at http://www.cpars.gov/, or other basis. A quoter with no CPARS record will receive a neutral rating. Price — Submit a firm-fixed price for the total assessment (Item 0001), inclusive of all labor, travel, reporting, and deliverables.
