THIS IS A SOURCES SOUGHT NOTICE. THIS NOTICE IS ISSUED FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT PROPOSALS. A SYNOPSIS OF PROPOSED CONTRACT ACTION WILL BE POSTED AT A LATER DATE WHICH WILL PROVIDE INSTRUCTIONS FOR OFFERORS TO RESPOND TO THIS OPPORTUNITY.

Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF) is conducting market research to determine industry capability and interest in providing One (1) each 750 kW Diesel Generator (DG) to serve as part of an emergency power supply system (EPSS) for providing primary power and/or standby backup power. The DG will be used in support of maintenance being conducted on a project availability at Puget Sound Naval Shipyard in Bremerton, WA. Expected run time for the run time DG is less than 50 hours in a calendar year. Complete generator requirements can be found in Section 3 of the attached notational Performance Work Statement (PWS). 

The tentative North American Industry Classification System (NAICS) code selected for this acquisition 532490, Other Commercial and Industrial Machinery and Equipment Rental and Leasing, with a small business size standard of $40,000,000.00.

Interested offerors must be registered in SAM at www.sam.gov.

Based on the responses to this sources sought notice, this requirement may be set-aside for small business (in full or in part) procured through full and open competition (unrestricted), or procured on a sole source basis. All small business set-aside categories will be considered. Telephonic inquiries will not be accepted or acknowledged, the Government will not be providing evaluations or comments to companies providing sources sought responses but the responses will be used to inform the government as to the best means of  procuring this requirement.

FURTHER SPECIFICATIONS AND DETAILS WILL BE PROVIDED IN THE REQUEST FOR QUOTE (RFQ) SUBMISSION REQUIREMENTS:

Instructions to Submit Interest: Interested companies should submit, on company letterhead, a notice of interest including the name, telephone number, mailing address, and e-mail address of one point of contact. The notice of interest should include a brief description of your company and its capabilities as they relate to the requirements set forth in the notional PWS attached to this notice and include answers to the following specific questions. Please limit your response to no more than 5 pages.

1. Is your company a small or large business as defined by the Small Business Administration (SBA) under NAICS code 532490 - Other Commercial and Industrial Machinery and Equipment Rental and Leasing? (The small business size standard for this NAICS is $40 million or less in average annual receipts).

2. Does your company have a satisfactory performance record for the type of work required? Please provide examples of relevant and recent (within three years) past performance.

3. Does your company have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by the prospective contractor and subcontractors)?

4. Given the work described in this announcement, does your company plan to submit a quote in response to the anticipated solicitation?
