The U.S. Department of Health and Human Services (HHS) Office of the Chief Information Officer (OCIO) is seeking qualified small businesses to provide digital accessibility program services for HHS and the Office of the Secretary (OS). - Government Buyer: - U.S. Department of Health and Human Services (HHS) - Office of the Chief Information Officer (OCIO) - HHS and OS Digital Accessibility Program - No specific Original Equipment Manufacturers (OEMs) or commercial vendors are named in the solicitation or attachments. - Services Requested: - Program management for digital accessibility initiatives - Administration of web crawler platforms for accessibility scanning and reporting - Management of an accessibility solution center, including ICT testing, defect reviews, limited remediation, and customer service request tracking (20 resource hours/month limit) - Data analytics and process improvement using AI/ML and natural language processing to analyze feedback and improve program maturity - ICT remediation and embedded subject matter expert (SME) support - Optional services for OPDIV digital accessibility programs and development of a Microsoft 365-based Center of Excellence customer portal with AI chatbot and video training - Deliverables include project management plans, risk and communication plans, KPI dashboards, quarterly reviews, accessibility scan reports, conformance reporting, and customer engagement tools - Security, confidentiality, and compliance with federal standards are required - Contract includes a 12-month base period plus two 12-month option years, for a maximum duration of 36 months - No products, part numbers, or hardware are specified; the focus is on professional services and digital solutions

This is a SMALL BUSINESS SOURCES SOUGHT NOTICE (hereafter referred to as “Notice”) issued for the purpose of planning and market research. This is NOT a solicitation for proposals, proposal abstracts, or quotations and this does not obligate the Office of Mission Acquisition Solutions (OMAS) to award a contract now or in the future. THIS IS STRICTLY MARKET RESEARCH. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the capability assessment. The Government will not entertain questions regarding the results of this market research, and requests for additional information will not be honored. All information submitted in response to this announcement must arrive on or before the closing date. The Government reserves the right to use any submitted data in a resultant solicitation. The purpose of this notice is to obtain information regarding the availability and capability of qualified small businesses only (including 8(a), service-disabled-veteran-owned-small business (SDVOSB), Historically Underutilized Business Zone (HUBZone) small business, small disadvantaged business (SDB), veteran-owned small business (VOSB), and women-owned small business (WOSB) to provide services to support testing and remediation of the web pages for 508 compliance and helps with service desk tickets related to digital accessibility, to ensure all mandates are met for the HHS and OS Section 508 Program.
