INTRODUCTION  The Naval Air Systems Command (NAVAIR) at Patuxent River, MD announces its intention to procure Fleet Service Representative (FSR) support for the F/A-18E/F Block II Infrared Search and Track (IRST) system. The applicable Product Service Code (PSC) is L016 (Technical Representative - Aircraft Components/Accessories) and the North American Industry Classification System (NAICS) code is 541330 (Engineering Services). This Sources Sought is a market research tool being used to determine potential and eligible business firms capable of providing the supplies/services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. Any contract actions that the Government may intend to procure in the future will be synopsized on the Government-wide Point of Entry (GPE) as applicable in accordance with the Federal Acquisition Regulation (FAR) 5.201(b). 

REQUIRED CAPABILITIES  The goal of this effort is to maintain the mission capability of the IRST Block II System by providing subject matter expertise to U.S. Navy Fleet Squadrons. The offeror must be capable of providing highly skilled personnel experienced in the IRST system, United States Navy (USN) and Boeing logistics systems, Interactive Electronic Technical Manuals (IETM), and the USN Naval Aviation Maintenance Program. The required FSR support entails providing a minimum of two (2) FSRs co-located at Naval Air Station (NAS) Lemoore, California, and one (1) FSR co-located at Marine Corps Air Station (MCAS) Iwakuni, Japan. Personnel must be capable of performing duties ashore at their respective locations and, when directed, while embarked aboard U.S. Navy aircraft carriers (CVNs) in support of Carrier Air Wing workups, detachments, and Continental United States (CONUS) or Outside Continental United States (OCONUS) deployments. The FSRs shall provide on-site assistance to USN operators and maintainers to solve complex system maintenance problems, which includes on-the-job training, investigating system failures, and documenting technical deficiencies. Additionally, the contractor must provide expert guidance and technical assistance in the assembly, checkout, receipt, and build-up of the IRST Weapon Replaceable Assemblies (WRAs). The FSRs will serve as a liaison between USN operators/maintainers and the contractor, coordinate engineering reach-back support, and submit a Monthly IRST Asset Status Report. Finally, personnel must be eligible for Contractors Authorized to Accompany the Force (CAAF) designation, and the Iwakuni FSR must be eligible for Status of Forces Agreement (SOFA) designation (Article I(b) of the U.S.-Japan SOFA). Personnel must also be maintained in the Synchronized Predeployment and Operational Tracker (SPOT-ES) database.
