The National Institutes of Health (NIH), Office of the Director, Office of Logistics and Acquisition Operations, is seeking a firm fixed-price service contract for the maintenance and upgrade of its Rees Scientific equipment monitoring system at the Gaithersburg, MD facility. - Government Buyer: - National Institutes of Health (NIH), Office of the Director, Office of Logistics and Acquisition Operations - OEM Highlight: - Rees Scientific is the specified Original Equipment Manufacturer (OEM) and service provider - Services Requested: - Annual preventive maintenance, calibration, and validation of the Rees equipment monitoring system - Calibration of temperature, humidity, CO2, and differential pressure sensors using NIST traceable instruments - System qualification and validation to meet FDA and cGMP standards (21CFR211.68 and 21CFR11 compliance) - Onsite refresher training for staff - 24/7 technical support - GMP/GLP/OQ validation reporting and calibration stickers for all sensors - Change management and quality system compliance per ISO 9001:2015 and ISO/IEC 17025:2017 - System software upgrade to enable SQL database connection with TLS 1.2 encryption and disabling SNMP - Installation of an approved Apache Web Server - Unique/Notable Requirements: - All calibrations must use NIST traceable instruments - Enhanced security features including TLS 1.2 encryption and SNMP disabling - Compliance with FDA, cGMP, and ISO standards - Comprehensive IQ/OQ testing and validation documentation - Service includes both technical and regulatory compliance aspects - Period of Performance: - Base period of 12 months with four 12-month option periods

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.The solicitation number is 75N98026Q00771/PCA-NIAID-02901. This solicitation is issued as a Notice of Intent (NOI) for a non-competitive combined synopsis/solicitation to award a contract or purchase order without providing for full and open competition (including brand-name, if applicable).This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold. Additional authority includes 41 U.S.C. 1901 and FAR 6.302-3(a)(2)(ii).The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, intends to negotiate and award a firm fix-price award on a non-competitive basis to Rees Scientific 1007 Whitehead Rd. Trenton, NJ08638. This is for an ongoing project Z# AI-005109-17 and Z# AI-005063-22. To ensure timely action on this project the items in this procurement must arrive by 4/16/2026. If these items do not arrive by the specified date, then we are not made aware of any mechanical issues with the equipment. Rees central alarm system on two nodes for monitoring equipment such as freezers refrigerators CO2 incubators liquid nitrogen freezers and cold rooms.
