Notice of Intent to Sole Source

The Department of Veterans Affairs, Network Contracting office 16 (NCO16), intends to award a sole source, firm-fixed price open market purchase order to include two (2) option years to Quest Diagnostics, 14225 Newbrook Drive, Chantilly, VA 20151 for T SPOT.TB testing services. The required services include performance of the T SPOT.TB assay, daily specimen pickup, secure transport, and compliance with all applicable CLIA, CAP, and VA reporting requirements.

The Government intends to award this requirement to Quest Diagnostics, who is identified as the only responsible source capable of meeting all performance, regulatory, stability window, courier, and integration requirements necessary for T SPOT.TB testing. This action is being taken in accordance with FAR 6.302 1, Only One Responsible Source. Due to the unique combination of accreditation, validated assay performance, specimen stability constraints, and daily courier logistics required for timely processing of T SPOT.TB specimens, no other source has been identified that can meet all Government requirements without unacceptable risk to VA employee and patient screening operations.

This notice is not a request for competitive quotes. Interested parties who believe they can meet all requirements shall submit clear and convincing evidence, including documented proof, for Government review to determine whether competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of submissions or provide feedback regarding any information received. Supporting documentation must be furnished in sufficient detail to demonstrate the ability to fulfill all requirements.

Responses must be received no later than July 26, 2026, 07:00 CST, demonstrating ability to perform the T SPOT.TB assay in house, maintain CLIA and CAP accreditation, provide daily courier pickup, meet strict specimen stability windows, and comply with VA reporting requirements. Responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses shall be submitted via email in Microsoft Word or PDF format to Contract Specialist William Shaver at William.Shaver@va.gov. Telephone requests or inquiries will not be accepted. The Government will not pay for any information submitted as a result of this notice. This notice shall not be construed as an obligation on the part of the Government to acquire any products or services.
