NOAA's National Marine Fisheries Service at the Santa Cruz Laboratory is seeking comprehensive maintenance and repair services for its laboratory cooling tower and chiller systems. - Government Buyer: - National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southwest Fisheries Science Center, Santa Cruz Laboratory - Western Acquisitions Division, Seattle-SAP - OEMs and Equipment: - McQuay (WGZ-060C Scroll Chiller) - Evapco (LSWA-P91A-2 Cooling Tower with VFD) - Bell & Gossett (Plate and Frame Heat Exchanger) - Products/Systems Requiring Service: - 1x McQuay WGZ-060C Scroll Chiller - 1x Evapco LSWA-P91A-2 Cooling Tower with VFD - 1x Bell & Gossett Plate and Frame Heat Exchanger (P-14TMTL-41) - 1x 5 HP Chilled Water Pump with VFD - 1x 5 HP Condenser Water Pump with VFD - 1x Chiller Control System via Building Automation Controls - Services Requested: - Five annual preventive maintenance services per equipment (inspection, cleaning, lubrication, calibration, testing) - Fifteen periodic (quarterly) services per equipment (inspections, adjustments, VFD checks, leak rate readings, minor operational verifications) - Service to VFDs and building automation chiller control system during every visit - Emergency repair services with 2-4 hour response time - Detailed written reporting after each service visit, including vibration analysis - Unique/Notable Requirements: - Contractor must have HVAC and refrigerant handling certifications - Experience with coastal environments is required - Compliance with safety and environmental standards - Contract is set aside for small businesses, including HUBZone, SDVOSB, and EDWOSB - Firm-fixed-price contract with pre-funded Not To Exceed (NTE) CLINs for emergent/non-routine repairs - Hourly rates for technician repairs and cost of parts for emergency work - Period of Performance: - Base year plus four one-year option periods (total potential duration: five years)
