The Institut national de la recherche scientifique (INRS) is seeking bids for construction services to secure and upgrade buried thermal networks (Phase 2A) at its Laval, Quebec campus. - Scope of work includes: - Repair of the East loop of the thermal network - Installation of valves in well 55 - Replacement of flow meters in tunnel 18-70 - Additional work in tunnel 18-26 and mechanical room J-016 - All technical requirements and specifications are detailed in the attached plans and documents - No specific Original Equipment Manufacturers (OEMs) or product brands are named in the solicitation - Estimated contract value is CAD 1,100,000 - Unique requirements: - Compliance with Québec-Ontario Agreement (ACCQO) and Canadian Free Trade Agreement (CFTA) - Mandatory site visit is offered - Formal acceptance of work is required upon completion

Description

This solicitation is for construction work involving the repair of the East loop, addition of valves in well 55, replacement of flow meters in tunnel 18-70, and work in tunnel 18-26 and mechanical room J-016. The work is detailed in the attached plans and specifications and must be completed with acceptance by January 29, 2027. A site visit is scheduled for June 23, 2026, at the INRS location in Laval, Quebec. Submissions are due electronically by July 10, 2026, with the opening on the same day.
