The USDA Agricultural Research Service (ARS) is seeking contractors to perform major boiler upgrades at the Western Regional Research Center (WRRC) in Albany, California. - Government Buyer: - U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Western Regional Research Center (WRRC), Acquisition and Property Division - Project Scope: - Replacement of six existing natural gas condensing boilers and associated hydronic pumps in the Main Lab building - Demolition and replacement of boilers B-6, B-7, B-8, B-11, B-12, and B-13, including integration with existing control systems - Installation of electric steam generators to decouple the Main Lab from the central steam plant, serving autoclaves and glassware washers - Replacement of natural gas condensing boilers and pumps in the West Annex Building (WAB) - Installation of zone controllers, thermostats, and electronic control valves - Extensive HVAC, electrical, concrete, demolition, and utility work - OEMs and Vendors: - Lochinvar (basis of design for Crest model high-efficiency condensing boilers) - Bell & Gossett (basis of design for base mounted heating water pumps) - Products and Quantities: - Six high-efficiency natural gas-fired condensing boilers (Lochinvar Crest, 1,500 MBH input, 1,380 MBH output) - Twelve base mounted heating water pumps (Bell & Gossett) - Three electric steam generators for autoclaves - Multiple medium-voltage cables, metal-clad switchgear, pad-mounted transformers, switchboards, and underground electrical distribution systems - Boiler emergency shutdown switches, boiler flue systems, and aggregate base course for site improvements - Unique/Notable Requirements: - Boilers must be natural gas-fired, fully condensing, fire tube design with high efficiency and specific warranty terms (10 years on heat exchanger/pressure vessel, 5 years on burner) - Compliance with ASME, NFPA, IEEE, UL, and BACnet HVAC controls - Seismic protection and environmental safety measures (including lead paint disturbance) - Integration with existing building control systems - Mandatory site visit and strict performance verification/testing schedule - Project is set aside for Total Small Business under NAICS 238220 - Estimated contract value between $5M and $10M
