The U.S. Army at Fort Rucker (now Fort Novosel), through the Directorate of Public Works and the Mission Installation Contracting Command (MICC), is seeking a contractor for comprehensive portable sanitation services across multiple training areas and event locations. - Government Buyer: - Department of the Army, Directorate of Public Works (DPW), Fort Rucker / Fort Novosel - MICC Fort Rucker - Training Division, Range Branch, ITAM - Products and Services Requested: - Annual lease and servicing of standard and ADA-compliant portable toilets (over 40 units for ranges, plus additional units for events and as-needed requirements) - Handwash stations for ranges, events, and recurring major activities - Portable shower units (self-contained, with potable and grey water tanks and power distribution systems) - Delivery, placement, relocation (up to four times annually), and removal of units - Weekly servicing, cleaning, disinfection, and replenishment of consumables (toilet paper, hand sanitizer) - Emergency spill response and reporting - Quality inspections and compliance with DoD, OSHA, ADA, and TB MED 577 standards - Event-specific setups for MWR, AvnCoE, and other customers (e.g., FreedomFest, Children's Fest, Memorial Day, Veterans Day, POW/MIA Day) - Unique or Notable Requirements: - All units must be ADA-compliant where specified and meet gender/cultural considerations - Portable shower units require certified electrician inspection and generator support - Potable water must meet TB MED 577 standards - Contractor must provide scheduled weekly servicing and be able to respond to emergency spills - Access restrictions include CAC requirements, escorts, and gate hours - Firm fixed price contract with base year plus four option years - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation or attachments - Quantities: - Over 40 standard portable toilets for ranges, plus additional units for events and as-ordered requirements - Multiple handwash stations and ADA-compliant toilets for recurring and event-based needs - Detailed breakdown by location and event provided in attachments

Description

The contractor shall provide, maintain, and service portable/mobile toilets, latrines, showers, and handwash stations as a distinct service separate from modular base camp components. Services include procurement or lease, placement, relocation (no more than four times annually), cleaning, and maintenance of chemical, flushable, or composting units. Toilets and latrines must be cleaned regularly with waste removed and consumables such as toilet paper and hand sanitizer replenished during each service. Handwashing stations shall be fully equipped with faucets, plumbing, potable water, liquid soap, and hand paper dispensers, maintained for cleanliness and consumable availability. Portable shower units shall be self-contained with potable and grey water tanks and power distribution systems. Daily cleaning, disinfection, and waste disposal compliant with DoD, federal, state, local, and host nation regulations are mandatory. Generators and certified electrician inspections are required to ensure safety compliance. The contractor must ensure all sanitary facilities remain clean, sanitary, and fully functional at all times, with potable water meeting TB MED 577 standards. Compliance with OSHA and ADA requirements is mandatory, including gender and cultural considerations. The period of performance includes the base year plus options, servicing multiple training locations near Fort Rucker. Access restrictions such as CAC requirements, escorts, and gate hours apply. The contractor shall perform scheduled weekly servicing unless otherwise specified and provide emergency spill response and reporting.
