USDA ARS Seeks Building 56 Renovation at Dubois, Idaho Research Facility

This opportunity involves comprehensive renovations to Building 56 at the USDA Agricultural Research Service's Range Sheep Production Efficiency site in Dubois, Idaho. - Government Buyer: - USDA Agricultural Research Service (ARS), Acquisition and Property Division - Range Sheep Production Efficiency Research Unit - No specific Original Equipment Manufacturers (OEMs) are mandated, but certain brands are referenced as acceptable (e.g., Square D for electrical panels, Sherwin Williams for paint) - Products and Services Requested: - Full renovation and updating of Building 56, including demolition, electrical upgrades, HVAC installation, window and door replacements, wall and ceiling overlays, painting, flooring, cabinetry, plumbing, and fixture installations - Key product line items: - Replacement of ~16 duplex outlets and ~8 switches, including GFCI outlets - Replacement of 150A GE electrical panel with new Square D or similar panel - Installation of new ductless HVAC heat/cool fan coil (~1 ton) and condenser - Replacement of two 240V ceiling-mounted heaters and installation of a 240V insert heater - Replacement of three vinyl windows (~36x38 inch sliders) with inset blinds - Installation of commercial-grade vinyl sheet flooring - Replacement of base cabinets and countertops (resin-based), and installation of stainless steel utility sinks - Painting of all walls, ceilings, trim, and doors with Sherwin Williams satin finish - All work must comply with federal and local codes and includes a one-year workmanship warranty - Unique/Notable Requirements: - Project is a total small business set-aside - Bid, Payment, and Performance Bonds are required - Site visits are available but not mandatory - Evaluation based on technical approach, experience, price, and past performance - Compliance with anti-discrimination and DEI requirements - Contractor must provide up to 10 neutral color options for paint and countertops - All work must be completed within 120 calendar days of notice to proceed

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q0949 is issued as a Request for Quotation (RFQ) for range building renovations.

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 238990.  The small business size standard is $19.0 million.  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency. 

Organized site visits have been scheduled for July 21, 2026 at 10:00 AM Mountain Daylight Time (MDT) and July 22, 2026 at 2:00 PM MDT.  The same information will be provided at both site visits, so offerors only need to attend one.  Contractors wishing to attend the site visit must register by emailing jennifer.barnett@usda.gov by July 20, 2026 at 4:00 PM MDT with the name(s) of attendee(s), company they are with, and company(s) they are representing.  A Government issued photo ID is required for attendance.

The site visit will be held for the purpose of providing contractors with the opportunity to familiarize themselves with the site, which may be helpful in the preparation of quotes.  Attendance at the site visit is not mandatory for quote submission; however, failure to visit the site will not relieve or mitigate the successful contractor’s responsibility and obligation to fully comply with the terms, conditions, and specifications contained and/or referenced in this document.

Bonds:  Bid, Payment, and Performance Bonds are required.

All questions regarding this solicitation must be submitted in writing to the Contracting Officer, Josh Dobereiner, via email to josh.dobereiner@usda.gov.  Questions must be submitted no later than July 31, 2026 at 4:00 PM MDT.  Answers to all questions received by that time will be posted as an amendment to the solicitation.  No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer.  Questions generated by artificial intelligence will not be answered.  The Contracting Officer will make the sole and final determination on what questions deem a response.  Telephone requests for information will not be accepted or returned.
