Description

The Environmental Protection Agency (EPA) is proposing to approve revisions to California's State Implementation Plan (SIP) for the San Joaquin Valley (SJV) area. These revisions update the motor vehicle emissions budgets for nitrogen oxides (NOX) and volatile organic compounds (VOC) for the 2008 8-hour ozone national ambient air quality standard (NAAQS). The updated budgets for the years 2026, 2029, and 2031 were developed using the latest approved modeling methods and apply to all subareas within the SJV. If approved, these budgets will supersede the existing approved budgets based on an earlier emissions model. The EPA is soliciting public comments on this proposed approval until August 10, 2026.
