The California Public Utilities Commission (CPUC) is seeking consulting services to support broadband funding initiatives mandated by Senate Bill 156 and the Broadband Equity Access and Deployment (BEAD) program. - Government Buyer: - California Public Utilities Commission (CPUC), State of California - Oversight by California Department of Technology (CDT), Office of Statewide Technology Procurement (OSTP) - Scope of Work: - Develop, update, and analyze the California Broadband Cost Model - Assist in identifying and developing last-mile broadband funding areas - Support broadband infrastructure deployment and BEAD program implementation - Provide financial operations analyses for last-mile providers - Deliver a program data repository and network planning/analytics application - Products and Services Requested: - Licensing for Broadband Serviceable Location Fabric (BSLF) data (User Class Tier C) - Includes access to BSLF and Technology Availability Likelihood (TAL) data - Consulting services for cost modeling, GIS analysis, and broadband funding area development - Reports updating cost model assumptions and reflecting new data (e.g., Greenfield Last-Mile Builds, Middle Mile Initiative) - Financial analyses and expert consultation on federal broadband funding - Access and licensing for a network planning tool and analytics viewer - Unique or Notable Requirements: - Deliverables must be interoperable with existing state and federal broadband data models (e.g., 2019 California Broadband Cost Model, 2023 California Investment Model) - Support for multiple broadband technologies (fiber, fixed wireless, satellite, etc.) - Outputs required at census block or more granular levels - Mandatory small business participation - Key staff must have expertise in broadband data, GIS, cost modeling, and federal policy - OEMs and Vendors: - No specific OEMs or vendors are named; BSLF data is a proprietary product (commonly provided by CostQuest Associates) - Contract Structure: - Time and materials contract - Not-to-exceed value of $6,008,000 - Base year with two optional one-year extensions (up to three years total)
