Construction Management Services for Ulster County Emergency Communication Towers

Ulster County is seeking a qualified Construction Management (CM) firm to oversee the multi-site County-Wide Emergency Communications System Project, which involves constructing and upgrading communication towers and related infrastructure. - Government Buyer: - Ulster County Department of General Services (Director: Edward Jordan) - Ulster County Department of Emergency Services (site-specific projects) - Project Scope: - Construction management for new and upgraded emergency communication towers at multiple sites across Ulster County - Phase 1 covers nine locations, including Wawarsing, Rosendale, Belleayre, Kerhonkson, Sam's Point, and Marlborough - Work includes tower extensions, new equipment shelters, generator and utility installations, site grading, fencing, and compound expansions - Products/Services Requested: - Construction Management Services for all phases (pre-construction, construction, closeout) - Site-specific civil works: tower extension (20 ft), equipment shelters, steel platforms, generator foundations, compound extensions, electrical and utility work, site clearing, grading, fencing - Notable Requirements: - CM firm must have experience with emergency communication tower construction and public safety infrastructure - Ability to manage complex, multi-site projects under strict regulatory and safety compliance - Coordination with Tectonic Engineering Consultants (design/engineering firm), contractors, vendors, and regulatory bodies - On-site management services up to 30 hours per week - Compliance with technical specifications, local zoning, and federal safety regulations - No specific OEMs or equipment vendors are named in the solicitation - Estimated civil construction costs for sample sites: $220,000 (Belleayre), $101,000 (Kerhonkson), excluding equipment

Description

The County of Ulster is seeking qualified Construction Management firms to provide comprehensive oversight, coordination, and management for the construction of communication towers for a County-Wide Radio System. The project includes pre-construction, construction, and closeout phases of the County-Wide Emergency Communications System Project. The selected firm must have experience in constructing emergency communication towers, foundations, and shelters designed to withstand extreme northeast weather. The Construction Manager will act as an extension of County staff to ensure the project is completed on schedule, within budget, and in compliance with all technical specifications, local zoning, and federal safety regulations.
