Consulting Services for Climate Vulnerability Assessment and Adaptation Plan – Village of Saranac Lake

The Village of Saranac Lake, NY is seeking consulting services to develop a Climate Vulnerability Assessment and Climate Adaptation Plan to address climate change impacts on local infrastructure, vulnerable populations, and economic sustainability. - Government Buyer: - Village of Saranac Lake, Community Development Department, Village Clerk's Office - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or vendors are named; opportunity is open to qualified consulting firms - Products/Services Requested: - Climate Vulnerability Assessment - Research climate hazards and impacts - Identify community assets and vulnerabilities - Assess impacts on vulnerable populations - Conduct public engagement (at least one workshop and one survey) - Prioritize vulnerabilities and develop draft and final assessment reports - Climate Adaptation Plan - Establish leadership and engagement framework - Develop place narrative, community future scenarios, and vision - Recommend adaptation actions (including nature-based and innovative solutions) with cost-benefit analysis - Develop monitoring, evaluation, and implementation plans - Deliver draft and final adaptation plans and conduct at least one public workshop - Project Coordination - Monthly virtual core team meetings (up to 12) - Up to four committee meetings (mix of virtual and in-person) - Meeting summaries and project management - Unique or Notable Requirements: - Strong emphasis on inclusive community engagement, especially with vulnerable populations - Integration with existing municipal plans and policies - Compliance with New York State DEC and Climate Smart Communities MWBE, WBE, and SDVOB requirements - Deliverables must support the Village's goal of achieving silver certification under the Climate Smart Communities program - All final deliverables due by the end of the contract period (approx. 18 months to 2.5 years)

Description

The Village of Saranac Lake, in partnership with the Adirondack North Country Association, is soliciting proposals to create a Climate Vulnerability Assessment and Climate Adaptation Plan for the community. The project includes managing the development and dissemination of these documents, addressing vulnerable populations and infrastructure, regional climate impacts, and climate-ready solutions. The goal is to include diverse local voices, inform and prepare the community for climate change, incorporate climate resilience and adaptation into policy and strategic planning, and position the village for continued grant funding to achieve silver certification. Deliverables include draft and final assessments and plans, public workshops, surveys, and project coordination meetings.
