The U.S. Air Force at Columbus Air Force Base, Mississippi, is seeking a contractor to fully replace the control systems for two AAS BAK-15 aircraft arresting barriers, including all associated panels, switches, and control components at two Runway Supervisory Units (RSUs) and the Air Control Tower. - Government Buyer: - U.S. Air Force, 14th Contracting Squadron and 14th Civil Engineer Squadron, Columbus AFB, MS - Scope of Work: - Demolition and removal of existing BAK-15 control systems - Installation of new fiber-controlled hard wire systems, replacing outdated radio-controlled systems - Supply and installation of programmable logic controllers (PLCs) with battery backup and charger - New control panels for the Air Control Tower and RSUs, with LED indicators and transfer control capability - New disconnects, electric service components, conduit, switches, equipment pads, and boost transformers - Fiber optic cable runs and terminations between BAK-15s, RSUs, and the Air Control Tower - New enclosures for control systems and disconnects, including concrete repair as needed - Testing, verification, and site restoration - Design and Construction Requirements: - Contractor must provide full design services, including electrical design, drawings, and sealed documents - Submittals required at 35%, 65%, 95%, and 100% design stages with government review - Quality control, safety management, and daily reporting are mandatory - Testing and inspection services required, including coordination with independent agencies - Performance and Compliance: - System must operate without internet connection - Barriers must raise within 10 seconds - Work may need to be performed after hours to avoid mission interruption - Contractor must complete Controlled Unclassified Information (CUI) training and submit acknowledgment to access technical documents - Contract Details: - Small business set-aside under NAICS 238210 - Estimated contract value: $500,000 to $1,000,000 - Period of performance: 210 days from Notice to Proceed - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation or attachments - Unique/Notable Requirements: - Full system replacement, not just component upgrades - Strict design review and approval process - Emphasis on security and CUI compliance
Description
NOTE: Contractors/Offerors must complete CUI Training Slides; sign and return the "MFR Contractor CUI Training Acknowledgment for Solicitations" attachment to gain access to drawings and other associated CUI documentation. Once the POC has received your signed MFR, please request access to the locked documents through SAM.gov. Your MFR will be reviewed and access to the lock SAM.gov documents will be granted accordingly. Proposals will be submitted electronically.
Description: The goal of this project is to bring the out-of-date control system currently operating the BAK-15 barriers on the outer runway up to date with a modern control system. The intent is to replace the existing radio signal controlled system with a new modern fiber controlled hard wire system.
Site Visit, RSVP, and Base Entry: The Government invites you to a site visit on 4 Aug 2026 at 9:00 AM CST. Attendance is highly encouraged but not mandatory. Please note that registration is required by 7:30 AM CST on 29 Jul 2026. To register, please email the POC requesting a DoD Safe drop-off link to securely upload your completed Entry Authorization Listing (EAL) document (found in the list of SAM.gov attachments). If you do not contact the POC by 7:30 AM CST on 29 Jul 2026, you will not be able to attend the site visit.
Identification: All attendees must bring a valid photo ID. All photo IDs must meet the requirements for "REAL ID."
Vehicle Requirements: If driving on base, please ensure the driver has driver's license, vehicle registration, and proof of insurance.
IMPORTANT: All contractors should arrive at Columbus AFB’s Visitors Center early and wait for a 14th Contracting Squadron representative to arrive and lead them to the site visit location. The representative will leave the visitors’ center at 9:00 AM CST

IAW FAR 36.204(e) - The range of magnitude for this procurement is between $500,000 and $1,000,000.

Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
