Elevator Modernization and Replacement for Security Forces HQ at Columbus AFB

This opportunity is for the full modernization and replacement of the Security Forces elevator in Building 926 at Columbus Air Force Base, Mississippi. - Government Buyer: - U.S. Air Force, 14th Contracting Squadron and 14th Civil Engineer Squadron, Columbus Air Force Base - Scope of Work: - Replace the elevator car assembly, mechanical pump, control systems, and hoistway doors - Reuse the existing hydraulic jack system in the elevator shaft - Install a new elevator cab with 2500 lbs capacity and 125 feet per minute speed - Provide a 12-month warranty with monthly preventative maintenance by factory-trained elevator mechanics - Demolish existing elevator components and inspect/clean hoistway structures - Install new switches, traveling cables, and hoistway wiring to integrate with new controller and car assembly - Products/Services Requested: - Elevator car assembly (1 unit) - Submersible pump tank unit and elevator controller (1 unit) - Hoistway doors (2 units) - Directional, terminal, limit switches, and emergency stop switch (1 set) - Full elevator modernization services, including demolition, installation, testing, and maintenance - Unique/Notable Requirements: - New elevator components must be compatible with the existing hydraulic jack and shaft dimensions - Color selection for hoistway doors by the Government - Contractors must provide a 12-month warranty with monthly preventative maintenance - No specific OEMs or part numbers are specified; open to multiple elevator manufacturers - Contractors must complete Controlled Unclassified Information (CUI) training and submit acknowledgment to access project documents - Estimated contract value is between $250,000 and $500,000 (per initial release), but one attachment lists a project magnitude between $5M and $10M (likely an error; $250,000-$500,000 is more consistent with elevator modernization projects)

Amendment 1: The purpose of this amendment is to add clauses to the solicitation.

NOTE: Contractors/Offerors must complete CUI Training Slides; sign and return the "MFR Contractor CUI Training Acknowledgment for Solicitations" attachment to gain access to drawings and other associated CUI documentation. Once the POC has received your signed MFR, please request access to the locked documents through SAM.gov. Your MFR will be reviewed and access to the lock SAM.gov documents will be granted accordingly. Proposals will be submitted electronically.

Description: The primary objective of this project is to replace the elevator car, mechanical pump and control systems, and hoist-way doors. The intent is to reuse existing hydraulic jack system in the elevator shaft.  

Site Visit, RSVP, and Base Entry: The Government invites you to a site visit on 28 Jul 2026 at 9:00 AM CST. Attendance is highly encouraged but not mandatory. Please note that registration is required by 7:30 AM CST on 22 Jul 2026. To register, please email the POC requesting a DoD Safe drop-off link to securely upload your completed Entry Authorization Listing (EAL) document (found in the list of SAM.gov attachments). If you do not contact the POC by 7:30 AM CST on 22 Jul 2026, you will not be able to attend the site visit.

Identification: All attendees must bring a valid photo ID. All photo IDs must meet the requirements for "REAL ID." 

Vehicle Requirements: If driving on base, please ensure the driver has driver's license, vehicle registration, and proof of insurance.

IMPORTANT: All contractors should arrive at Columbus AFB’s Visitors Center early and wait for a 14th Contracting Squadron representative to arrive and lead them to the site visit location. The representative will leave the visitors’ center at 9:00 AM CST

Additional Info: All RFIs must be submitted NLT 7:30 AM CST, on 03 Aug 2026.

The range of magnitude for this procurement is between $250,000 and $500,000.

52.232-18 Availability of Funds. Availability of Funds (Apr 1984)

Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
