Environment and Climate Change Canada (ECCC) is seeking laboratory analysis services for detecting Per- and Polyfluorinated Alkyl Substances (PFAS) in wastewater, sludge/biosolids, leachate, and other environmental matrices. - Government Buyer: - Agency: Environment and Climate Change Canada - Sub-agency: Procurement & Contracting Services Division (NCR) - Office: Senior Manager Operations - Products and Services Requested: - High-quality chemical analysis of multiple PFAS sub-groups in aqueous and solid samples (wastewater, biosolids, leachate, sediments, soils) - Provision of sampling containers (bottles, jars, coolers) and shipping containers as per quarterly sampling plans - Development and quarterly updates of sampling plans - Submission forms for sample identification and analysis requests - Electronic data reports with analytical results, QA/QC notes, and discussion - Unique or Notable Requirements: - Contractor must hold ISO/IEC 17025 accreditation - Demonstrated experience in ultra-trace PFAS analysis is mandatory - Analytical methods must include isotope dilution quantification with labeled analogues and meet specified detection limits - Deliverables include timely data reporting (within eight weeks of sample receipt) - Compliance with Canadian trade agreements, anti-forced labour provisions, encouragement for GHG reduction targets, and social procurement for underrepresented groups - No specific OEMs or vendors are named in the solicitation - Selection is based on the highest combined rating of technical merit and price

Description

Canada is seeking offers to provide analysis services for wastewater, sludge/biosolids, leachate, and other environmental matrices for PFAS to Environment and Climate Change Canada. The contract duration is 7 months starting from September 1, 2026, with work performed until March 31, 2027, and an option to extend up to four additional one-year periods. The procurement method is competitive open bidding, with selection based on the highest combined rating of technical merit and price. The region of delivery is Ontario (except NCR).
