PRESOLICITATION:
The U.S. Army Corps of Engineers, Japan Engineer District is providing a PRE-SOLICITATION notice pursuant to RFO FAR 5.101 to notify industry of an upcoming acquisition that will include:

Project Description:
Maintenance dredging of naturally recurring bottom sediments (sand, silt, and clays) within the United States Exclusive Use Area (EUA) of Yokohama North Dock, encompassing Berths 1-7 and A-L, to ensure safe passage for watercraft and support mission requirements. Scope of work includes, but is not limited to, conventional hydraulic or mechanical dredging methods and transportation and disposal of dredged material.
SOLICITATION/PROCUREMENT METHOD:
1.
This procurement will prequalify sources as authorized per Class Deviation 2026-O0019 DFARS 236.101-70. See below for prequalification requirements and process.
2.
Following the pre-qualification process, the Government will then issue an Invitation for Bid (IFB) solicitation utilizing FAR Part 14 Sealed Bidding procedures to those prequalified.
3.
Prequalification and solicitation are intended for local sources only.
LOCAL SOURCES:
a.
This contract will be performed in its entirety in the country of Japan and is intended only for local sources. Only local sources will be considered under this solicitation. Local sources are sources (e.g. corporations, partnerships, or Joint Ventures [For a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or, in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and authorized (i.e. licensed and registered) to perform construction in Japan. Specifically, a prospective bidder must be duly authorized to operate and conduct construction business in Japan and must fully comply with all applicable laws, decrees, labor standards, and regulations of Japan during the performance of the resulting contracts.
b.
In addition, interested bidders must possess a Japanese civil construction (doboku isshiki koji) license by the prequalification due date and time. The U.S. Government will verify that the offeror has the license through the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) website at https://etsuran2.mlit.go.jp/TAKKEN. It is the responsibility of the offeror to ensure that it has the license (Japanese civil construction), and that it is accurately shown on the MLIT website, by the proposal due date and time. Failure to comply with this requirement will cause your company to be ineligible to be prequalified for this acquisition.
