The U.S. Air Force at Wright-Patterson Air Force Base is seeking proposals for a multi-year, base-wide flooring services contract under an Indefinite Delivery Indefinite Quantity (IDIQ) structure. - Government Buyer: - U.S. Air Force, 88th Civil Engineer Group (88 CEG), Civil Engineer Directorate (88 CEG/CENMP), and Air Force Life Cycle Management Center (AFLCMC PZIO) - Air Force Civil Engineering Center (AFCEC), 771 Enterprise Sourcing Squadron (ESS) - Products and Services Requested: - Purchase, installation, repair, and replacement of various flooring types: - Carpet (tiles, broadloom, walk-off, planks) - Vinyl composition tile (VCT) - Luxury vinyl tile (LVT) - Sheet vinyl - Hammered and vulcanized rubber flooring and accessories - Porcelain tile and accessories - Adhesives and reducer strips - Flooring installation services, including removal of existing flooring, asbestos abatement, and environmental surveys - Quality control, final inspection, and compliance with environmental and safety standards - OEMs and Vendors: - The Carpet II program mandates use of 7 Tier I carpet manufacturers for carpet and adhesives (e.g., Shaw, Mohawk, Interface, Mannington, Milliken, J+J Flooring, Tandus Centiva) - Small business installers competitively selected for installation - Unique or Notable Requirements: - Compliance with strict environmental, safety, and infection control protocols - Asbestos abatement and licensed asbestos evaluation required - One-year warranty on installations; commercial warranties on flooring products (ranging from 1 to 22 years depending on product) - Use of Carpet II program for carpet procurement at CONUS Air Force installations - Set aside 100% for small businesses under NAICS 238330 (Flooring Contractors) - Task orders issued as needed; pricing and product selection controlled by Air Force programs

Ammendment 001 - Incorporate the Full Solicitation FA860126R0022 0001 Form SF 33 into the attachments

This is a combined synopsis/solicitation (“synopsitation” hereafter), which is expected to result in award of a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract for commercial services, i.e., Base-Wide Flooring services (including purchase, installation, repair, and replacement) at Wright-Patterson Air Force Base (WPAFB), Ohio, as described in the Statement of Work (Attachment 1). The synopsitation is prepared in accordance with the format in the Revolutionary FAR Overhaul (RFO) 12.202, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsitation; (2) receives a rating of “Acceptable” on the Technical Capability evaluation factor (Attachment 7); and (3) submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is fair and reasonable.

The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) the price fair and reasonableness of proposals received.

A detailed description of the requirement including a draft contract with line items, delivery schedule, period of performance, inspection and acceptance information, other terms and conditions, provisions and clauses, representations and certifications, specific instructions for submission of proposals, an explanation of how proposals will be evaluated, performance work statement, and wage determinations, are provided in the attached documents. Upon award, any provisions that were in the draft contract (including representations and certifications) will be removed from the award document.

The solicitation document and incorporated provisions and clauses are those in effect through the Revolutionary FAR Overhaul (RFO) and its implementing Revolutionary Defense Federal Acquisition Regulation Supplement (R-DFARS) class deviations, as of 09 July 2026.
