This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06. This solicitation is for Full and Open Competition. The Loma Linda VA Medical Center located at 11201 Benton St., Loma Linda, CA 92357 is seeking to purchase a one-time fuel transfer between underground storage tanks. Annual cleaning of exterior of facade and windows using a combination of drone technology and traditional methods. 1 JB STATEMENT OF WORK TITLE: VA Loma Linda Healthcare System’s (VALLHCS) Building Drone Cleaning BACKGROUND INFORMATION: The VA Loma Linda Medical Center (VALLMC) is located at 11201 Benton Street, Loma Linda, CA 92357. The hospital campus includes the Main Building (Building 2), Eye Clinic (Building 29), Audiology (Building 30), the Cancer Building (Building 31), and the Valor Building (Building 32). The buildings require routing pressure wash cleaning to eliminate dirt, dust, spiderwebs, etc., and improve the overall appearance of the buildings. Typically, pressure washing involves using booms, lifts, ladders, and scaffolding to safely access all areas. The use of a drone with a water supply hose "tethered" to it, supplying the nozzle with filtered and heated water, is the safest, least evasive method to perform building cleaning. With the latest drone cleaning technology, no extra equipment is needed to access hard-to-reach areas, maintaining safe patient access to all medical buildings. OBJECTIVES: The purpose of this contract is to have a contractor furnish all labor, materials, equipment, services, tools, incidentals, and supervision required to service and provide comprehensive cleaning services for all exterior facades, windows, and hard surfaces at the VA Loma Linda property. The services shall adhere to all safety regulations and standards to create a safe and compliant environment. These services will utilize advanced technology, including drones and industrial-grade equipment, to ensure superior quality, efficiency, and minimal disruption to VA operations and patient care. SCOPE: Pre-Work Inspection: The contractor shall conduct a Pre-work Inspection to gather photo documentation and identify potential challenges. Conditions of windows and facades shall be documented before starting the cleaning process. Preparation: The contractor shall set out construction cones and signs to notify the public of drone cleaning operations. All necessary safety measures shall be in place. A FAA-licensed Drone pilot shall be provided. Cleaning Process: Use a soft-washing technique with heated water, appropriate pressure, and customized cleaning solutions when necessary. Apply heated water with moderate pressure. Interior Exterior Glass Cleaning: Squeegee all interior and exterior glass (below 20 feet) using brush/squeegee pole cleaning, ensuring windows are cleaned from edge to edge with dry, streak-free results. Review and Quality Control: Conduct a thorough review of cleaned areas and treat any missed sections to ensure consistent quality. Hard Surface Cleaning: Use soft-wash clean water, applying pressure up to 4500 psi and up to 200-degree heat/steam. Employ surface cleaners to remove tough stains and ensure long-lasting results. Soft-Wash Cleaning Water Method: Utilize drones and double-filtered deionized water for complete exterior cleaning, ensuring water is filtered to less than 10 parts per million of total dissolved solids for a spot-free finish. Drone Capabilities: Ensure drones reach heights of up to 175 feet, operate in wind speeds up to 20 mph, and maintain positioning accuracy within a few centimeters. Monitor all drone parts via the integrated Health Management System. Equipment: Provide industrial-grade cleaning equipment, heated water, and appropriate pressure for the cleaning process. PERIOD OF PERFORMANCE: Work may be scheduled during day or night hours (depending on load demand), Monday through Friday. Daytime hours: 6 am to 4 pm Evening hours: 4 pm to 8 pm Contractor shall initiate work within 2 weeks of contact by the designated Contracting Officer’s Point of Contact (POC) or designee. Work shall be scheduled through the POC or designee, who will coordinate with VALLHCS staff. Timelines are subject to change due to operational requirements. PLACE OF PERFORMANCE: VA Loma Linda 11201 Benton St Loma Linda, CA 92357 LICENSING REQUIREMENTS: Offeror must possess a 30-hour OSHA safety card. Offeror must be certified with a current Department of Transportation, FAA Remote Pilot Certification. General Building license (Class B). Must be a vendor in System for Award Management (SAM). SPECIFIC REQUIREMENTS: Schedule start date with POC or designee five (5) business days in advance. Personnel shall have valid Loma Linda PIV badges before starting work. Coordinate energy source LOCK OUT/TAG OUT procedures with VALLHCS Structural Supervisor before work begins. Notify the Structural Supervisor upon completion for energy source restoration verification. Check in with VALLHCS Structural Supervisor or Graphics Control before each workday. Conform to OSHA, NFPA, ANSI/UASSC, VHA Master Specifications, and other relevant standards and policies.
