The Department of the Air Force, Air Force Test Center (Edwards AFB) and the 704th Test Group are seeking white papers for an Other Transaction Agreement (OTA) to develop and demonstrate advanced test and logistics support services. - Government Buyer: - Department of the Air Force, Air Force Test Center (Edwards AFB), 704th Test Group - Products and Materials Requested: - Metals, raw fabrication materials, specialized instrumentation, GPS/PNT equipment, and test-specific consumables - Heavy industrial machinery including CNC machines, lathes, waterjets, mills, and Shuttlelift cranes - Services Requested: - Development and demonstration of a virtual Online Workflow Management System (OWMS) portal for centralized procurement and logistics - Rapid, ad-hoc procurement and dispatch of test equipment, materials, and services - Repair and maintenance services for heavy test equipment - Secure, compliant international shipment of sensitive test articles and equipment (including electronic warfare jammers and Directed Energy equipment) to CONUS and OCONUS locations (Australia, New Zealand) - Emergency infrastructure bridging solutions (e.g., portable generators, HVAC/AC units) - Unique/Notable Requirements: - Compliance with CMMC Level 2 cybersecurity standards - Adherence to international export control and customs regulations - Rapid response and cost control via the OWMS portal - Participation in a government-hosted Virtual Industry Day - No specific OEMs or vendors are named; opportunity is open to providers of relevant products and services. - No explicit contract duration or option years; milestone-based schedule culminating in prototype demonstration and data export verification.

Description

The Department of the Air Force is issuing this Request for Whitepapers to establish an Other Transaction Agreement (OTA) under 10 U.S.C. § 4022. The purpose of this project is to develop and demonstrate a centralized, agile, and highly responsive Business Process Prototype to support the 704th Test Group (704 TG). See attachments for further information.

Interested vendors should plan to attend a government-hosted Virtual Industry Day on 23 July 2026. During the event, additional information about the requirement will be provided and a live Question-and-Answer session will be conducted.
