This opportunity is for the U.S. Air Force Life Cycle Management Center (AFLCMC) ISR-SOF Directorate, Helicopter Division, to procure a Degraded Visual Environment System (DVES) for the HH-60W Jolly Green II Combat Rescue Helicopter. - Government Buyer: - U.S. Air Force, AFLCMC ISR-SOF Directorate, AFLCMC/WIH Helicopter Division, Helicopter Sustainment Branch (AFLCMC/WIHBB) - Products and Services Requested: - DVES kits for the HH-60W, including: - Research, Development, Test, and Evaluation (RDT&E) - Prototype, verification, lab/simulator, trainer, and production kits - Production kit spares - Installation labor (prototype, verification, production) - Familiarization and training - Contractor travel and technical data - Comprehensive engineering services: design, development, integration, testing, sustainment, program management, logistics, and cybersecurity compliance - Quantities and Part Numbers: - Prototype, verification, and lab/simulator kits: 1–3 each - Trainer/simulator kits: 2–3 each - Production kits: 5–30 units (plus spares) - Main system part number: HH-60W DVES (where specified) - Unique or Notable Requirements: - DVES must provide real-time or near real-time hazard detection and display for both cockpit and cabin - Must function in a wide range of degraded visual environments (e.g., smoke, smog, snow, night, sand, dust, brownout, whiteout) - Integration with existing HH-60W avionics and mission systems - System weight not to exceed 150 lbs; at least 2 TB removable storage - Must support multiple mission scenarios (CSAR, CASEVAC, Civil SAR, shipboard ops) - Includes non-recurring engineering, technical data, software, and training materials - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation; however, companies with experience in helicopter avionics, sensor fusion, and degraded visual environment solutions are likely to compete. - Period of Performance: - 2-year base period for engineering and manufacturing development, followed by up to six 1-year option periods for production, deployment, and sustainment (total up to 8 years).

Description

Description of Anticipated Requirement:

The United States Air Force (USAF) has a need to field a system capable of addressing the issues posed by Degraded Visual Environments (DVE). The HH-60W DVES solution shall provide real-time hazard detection in both enroute and terminal areas, displaying this information clearly on cockpit and cabin displays. It shall be designed to function effectively in a variety of DVE, including those created by ambient/aritificial conditions such as smoke, smog, snow, night sand/dust, etc and aircraft-induced conditions such as brownout/whiteout. This effort will consist of the material solution and all non-recurring engineering required to install a DVE solution on to the HH-60W Jolly Green II helicopter, including the design, development, testing, integration, procurement, installation, and deployment of the DVES kits. 

Anticipated Contract Period of Performance: One (1) base period of twenty-four (24) months with One (1) Ordering Period and One (1) Option to turn on Ordering Periods 2-6. This establishes an total potential period of performance of eight (8) years.
