Description

1.0 Background

Over the next decade, a significant volume of large-scale civil works and infrastructure projects are projected for development across the State of Alaska. These projects will require significant quantities of high-quality large stone and aggregate materials. Given Alaska’s complex geography, severe environmental conditions, and extreme logistical constraints, the Government anticipates that current regional material sources and the existing aggregate supply chain may have insufficient capacity to meet this projected demand.

2.0 Objective

The Government is issuing this Request for Information (RFI) for market research and planning purposes only. The primary objective is to seek innovative ideas, strategies, and capability statements from industry to proactively increase the supply, processing, and transportation of large stone and aggregates in Alaska. The Government aims to identify potential barriers to material source  expansion or new site development and gather industry recommendations on ensuring ample material availability for future critical infrastructure projects.

3.0 Information Sought

The Government requests that interested parties provide responses addressing the topics below:

Current Market Capacity: Provide an assessment of existing material source capacities in Alaska, including known constraints (e.g., equipment shortages, seasonal operational limitations, labor shortages, or permitting bottlenecks).

Expansion Strategies: Identify innovative approaches or methodologies to rapidly expand existing material source operations or establish new material source sites in strategic locations near proposed infrastructure projects.

Logistics and Transport: Provide recommendations for overcoming transportation challenges (e.g., barge availability, deep-water draft requirements, rail/road limitations, and port infrastructure) to move large quantities of bulk material from remote quarries to project sites.

Permitting and Environmental: Detail feedback on environmental, regulatory, or land-use permitting challenges that currently delay material source development, and provide suggestions for streamlining these processes.

Government Support: Provide ideas on how the Government can structure future contracts or solicitations to incentivize industry investment in large stone and aggregate production infrastructure (e.g., advanced procurement, mobilization incentives, extended performance periods, or utilizing government-furnished land/material source sites).
