The Texas Department of State Health Services (DSHS), in partnership with the Health and Human Services Commission (HHSC), is seeking competitive bids for statewide Mosquito Control Aerial Spray and Fumigation services to be deployed during public health emergencies. - Government Buyer: - Texas Department of State Health Services (DSHS) - Texas Health and Human Services Commission (HHSC), Procurement and Contracting Services (PCS) division - Products and Services Requested: - Mosquito surveillance using BG-Sentinel and ABC Light Traps - Development of surveillance, larval, and adult control maps - Application of adulticides (notably Naled) and larvicides via aerial, ground, truck, backpack, and hand methods - Larval site inspections and population assessments - Resistance testing of mosquito populations - Community-wide truck ULV spraying and backpack residual barrier spraying - Administrative and public relations support during emergency response - Quantities and Pricing: - Pricing requested per acre, per mile, per trap, per test, per day, per crew, and per administrative hour - Bidders must provide unit pricing for each service and application method - Unique or Notable Requirements: - Contractors must have certified pilots, appropriate aircraft, and equipment - Must hold Texas pesticide application and pest control licenses (CTCD/CTCM certification required) - Demonstrated financial capability and relevant references required - Contractors must respond within 24 hours of activation and be operational within 48 hours - Bidders must specify proposed aircraft and products/active ingredients for larviciding - No specific OEMs or vendors are named; bidders are to propose products and equipment - Estimated contract value is $10,000,000 - The opportunity is open to all qualified bidders and posted on the Texas SmartBuy portal
