The USDA Agricultural Research Service (ARS) is seeking small business contractors to provide comprehensive construction and repair services for the Solvent Storage Building and Steam Tunnel at the Eastern Regional Research Center in Wyndmoor, PA. - Government Buyer: - U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Eastern Regional Research Center, ARS Acquisition and Property Division - Scope of Work: - Repairs and restoration of the solvent storage building envelope and steam tunnel - Masonry repointing, concrete foundation repair, and conservation treatment for period masonry - Removal and replacement of doors and frames, including asbestos disposal - Installation of new galvanized steel lintels, reinforced concrete curbs, and waterproofing systems (bituminous, elastomeric sheet, fluid-applied, bentonite) - Roof flashing and copper sheet metal work, including counter flashing and gutters - Mechanical upgrades: installation of explosion-proof, roof-mounted exhaust fans (Greenheck GB-097-6 or equal) and motorized dampers (Greenheck OFSD-211 or equal), ductwork, and aluminum exhaust grilles - Electrical upgrades for hazardous locations, including explosion-proof equipment and interlocks with fire alarm and CO2 suppression systems - Civil repairs to steam tunnel roof, including crack repairs, waterproofing, and installation of steel plates - Additional work: fiberglass reinforced plastic (FRP) grating, rough carpentry, joint sealants, painting/coating systems, and plumbing upgrades - OEMs and Key Products: - Greenheck: explosion-proof exhaust fans (GB-097-6), motorized dampers (OFSD-211) - Sika (SikaTop 123 Plus or equal): polymer modified repair mortar - Armtec (110 Epocem or equal): bonding agent - PERM-A-BARRIER: Ultra Wall Membrane and Flashing - Notable Requirements: - All work must comply with federal safety, environmental, and quality standards, including Buy American Act provisions - Bid, payment, and performance bonds required - Compliance with wage determination standards and DEI/anti-discrimination clauses - Site visits required for bidders - Detailed waste management and safety plans - Warranty of construction work for one year from final acceptance - Quantities and Part Numbers: - 2 Greenheck GB-097-6 explosion-proof exhaust fans - 4 Greenheck OFSD-211 motorized dampers - 1 painted galvanized door with louvers, frame, and hardware - 1 hot dipped galvanized steel lintel - 1 reinforced concrete containment curb - Additional items as specified in the attachments

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q0852 is issued as a Request for Quotation (RFQ) for solvent storage building envelope and steam tunnel repairs.

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 238140.  The small business size standard is $19.0 million.  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency.

Organized site visits have been scheduled for July 21, 2026 at 1:00 PM Eastern Daylight Time (EDT) and July 22, 2026 at 9:00 AM EDT.  The same information will be provided at both site visits, so offerors only need to attend one.  Contractors wishing to attend the site visit must register by emailing timothy.toal@usda.gov by July 20, 2026 at 4:00 PM EDT with the name(s) of attendee(s), company they are with, and company(s) they are representing.  A Government issued photo ID is required for attendance.

The site visit will be held for the purpose of providing contractors with the opportunity to familiarize themselves with the site, which may be helpful in the preparation of quotes.  Attendance at the site visit is not mandatory for quote submission; however, failure to visit the site will not relieve or mitigate the successful contractor’s responsibility and obligation to fully comply with the terms, conditions, and specifications contained and/or referenced in this document.

Bonds:  Bid, Payment, and Performance Bonds are required.

All questions regarding this solicitation must be submitted in writing to the Contracting Officer, Josh Dobereiner, via email to josh.dobereiner@usda.gov.  Questions must be submitted no later than July 31, 2026 at 4:00 PM EDT.  Answers to all questions received by that time will be posted as an amendment to the solicitation.  No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer.  Questions generated by artificial intelligence will not be answered.  The Contracting Officer will make the sole and final determination on what questions deem a response.  Telephone requests for information will not be accepted or returned.
