This opportunity concerns the renewal of dedicated internet services for the U.S. Consulate General Hermosillo's Non-Enterprise Network (NEN) at the New Consulate Compound (NCC). - The U.S. Department of State intends to award a sole-source, firm-fixed-price contract to Total Play Telecomunicaciones, S.A.P.I. de C.V. (TOTALPLAY). - The service required is a 50 Mbps dedicated internet circuit for a 12-month period, from July 18, 2026, to July 17, 2027. - TOTALPLAY is the only provider with proprietary infrastructure already installed at the compound, ensuring reliable service and rapid technical support. - The estimated contract value is $19,000 for the one-year period. - The service must be provided by an ISP different from the one supplying the secondary OpenNet circuit, per security and redundancy requirements. - No other vendors or OEMs are considered due to technical and infrastructure constraints. - The procurement will be conducted under FAR Part 13.106-1(b)(1)(i) (sole source justification) and is not open for competitive proposals.
Description
The U.S. Consulate General Hermosillo is formally announcing the intent to award a firm-fixed-price purchase order (on a sole source basis) for the services described below:
Intended Recipient:
Total Play Telecomunicaciones, S.A.P.I. de C.V.
Avenida San Jerónimo 252 Piso 6, Col. La Otra Banda, Delegación Coyoacán, C.P. 04519 CDMX Mexico
Intent to sole-Source:
The US Consulate General Hermosillo, Mexico intends to award a sole-source, firm-fixed-price purchase order to TOTAL PLAY TELECOMUNICACIONES for a 12-month period of performance for the acquisition of 50 Mbps dedicated internet services to be provided at the consulate compound. The Contracting Officer has determined that it is in the Government's best interest to sole source this requirement.
Sole Source Justification:
The incumbent contractor is the only ISP with proprietary infrastructure that will provide reliable, technically compliant internet services and expeditious technical support for our current range of circuit vendors. Customer service and technical support have been excellent. Since Total Play has already installed infrastructure necessary for internet services at the Consulate compound, technical steps are reliable and will include less steps to make a new redundant circuit happen.
This circuit must use an ISP different from the one providing the secondary OpenNet circuit.
Therefore, Total Play Telecomunicaciones is the only source in Hermosillo City that can provide the requested Dedicated Internet Services. This requirement will be procured in accordance with the procedures of FAR Part 13.106-1(b)(1)(i).
This notice of intent is NOT a request for competitive proposals. For specific questions, please contact Chad Moore, Contracting Officer at: hermogsocontracts@state.gov
