Combined Synopsis/Solicitation

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in RFO FAR Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; and request for quotations are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01 (13 March 2026). The solicitation number for this request for quotations (RFQ) is W91ZLK-26-Q-A010.

This combined synopsis/solicitation is being issued as a total small business set-aside under the associated North American Industry Classification System (NAICS) Code 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. The size standard is $13,000,000.00. The Government contemplates award of a Firm-Fixed Price type contract in accordance with RFO FAR Part 12, Acquisition of Commercial Products and Commercial Services. This procurement will be evaluated as lowest price technically acceptable, for the procurement of the following service.  All offerors shall provide a price to perform the requirements of the attached Performance Work Statement (PWS). 

Crane Repair - W91ZLK-26-Q-A010.  Price quotes shall include Firm Fixed Pricing for one (1) base period.   The expected period of performance will be 1 August 2026 to 1 November 2026 for a total of 3 months.

Scheduled Site Visit – July 16, 2026

In alignment with RFO FAR 37.802-5, solicitation provision 52.237-1, Site Visit, is included as the work is to be performed on a Government Installation.

RFO FAR 52.237-1, Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Offeror participation is limited to no more than two (2) individuals per organization.  Offerors must register by e-mail to julius.a.wood.civ@army.mil and gary.d.overman.civ@army.mil as soon as possible, no later than Tuesday July 14, 2026 at 12:00 p.m.  Registration requests shall include company name, CAGE code, names of personnel with their roles/titles and cell phone contact information.  See attached Site Visit Notice for location and time information.

Lift equipment will be provided by the Government for the Public Site Visit on July 16, 2026 at 09:00 a.m., however, offerors will be required to provide their own lift equipment as needed during the performance of the contract. 

Potential offerors must have physically inspected the project site within 90 days of the quote submission date in order to be considered for award. If an offeror has not conducted a physical site assessment within this timeframe, they are required to coordinate and complete an onsite survey prior to submitting their quote. Failure to conduct this mandatory site survey will disqualify the contractor from the bidding process.

Attendees should allow sufficient time to enter the installation.  Visitors must enter the Hoadley Road of APG-EA, located on MD Route 24, to obtain a visitor’s pass.  The following information must be provided: valid driver's license and vehicle registration.  Visitor Center information is available at https://www.home.army.mil/apg/index.php/about/visitor-information.  Name of person to be visited will be Gary Overman, gary.d.overman.civ@army.mil. Parking will be on site.

INSTRUCTIONS AND INFORMATION TO OFFERORS:

This clause applies in its entirety and there are currently no addenda to the provision.

Acceptability of quotes will be based on meeting all the requirements of the Performance Work Statement (PWS). Failure to address each requirement will result in the quote being rated unacceptable.  The contract will be awarded to the Lowest Price Technically Acceptable (LPTA) offeror.  The technical evaluation will be a determination based on information furnished by the vendor in the submitted quotes as well as its participation in a site visit aforementioned.  The Government is not responsible for locating or securing any information which is not identified in the offer.  The Government reserves the right to make an award without discussions.

All quotations from responsible sources will be fully considered. Vendors, who are not registered in the System for Award Management (SAM), prior to award, will not be considered.

Partial quotes will not be evaluated by the Government. The Government may reject any quote that is evaluated to be unrealistic in terms of program requirements, contract terms or conditions, or an unrealistic high or low price when compared to Government estimates, such that the quote is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.

All evaluated quotes shall be rated Technically Acceptable or Unacceptable.  Offerors shall clearly articulate the technical approach (including risks and contingencies) for performing the work, an understanding of the requirement, and the capacity to perform the following services.

All quotations from responsible sources will be fully considered.  Offerors, who are not registered in the System for Award Management (SAM), prior to award, will not be considered.  Offerors may register with SAM by going to www.sam.gov
