Description

The Naval Air Systems Command (NAVAIR) intends to negotiate with Bell Textron Inc. (Bell), 3255 Bell Flight Blvd, Fort Worth, TX 76118, on a sole source basis under a Basic Ordering Agreement (BOA) Delivery Order to procure pilot training and maintainers training services for twenty-four (24) full calendar months  for the AH-1Z Nigeria Helicopters. To support the training, the pilots and maintainers will need use of five (5) operating classrooms, the installation, operation, and training on a Flight Training Device (FTD), and once available, five (5) AH-1Z Helicopters; four (4) for pilot training and one (1) for use as a maintenance trainer. As a biproduct of the training conducted under this effort, there will be maintenance and operations of the helicopters, service support, independent preservation, and delivery support. The period of performance begins prior to the start of training and will support receiving efforts, removal/replacement of Line Replaceable Unit (LRU) assets, and storage activities prior to the start of training. The anticipated period of performance is FY27-FY31, or a total of forty (40) months including the pack-up and ship out of the material and equipment utilized during the training. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 3204(a)(1), as implemented by the Revolutionary Federal Acquisition Regulation (FAR) 6.103-1 Overhaul, in that Bell is the only responsible source and no other supplies or services will satisfy United States Navy requirements. Bell is the sole designer, developer, manufacturer, and system integrator of the aircraft and the only known source that possesses the data, technical skills, and requisite knowledge of the design, fabrication, performance, operation, maintenance, training resources, and support characteristics of the H-1 platform to fulfill this need in a timely manner.
