NASA Armstrong Flight Research Center is seeking sources for a comprehensive avionics and display system modernization for its Gulfstream GV aircraft (Serial Number 570): - Government Buyer: - NASA, Armstrong Flight Research Center - OEMs Highlighted: - Honeywell (primary manufacturer of avionics components) - Products Requested: - Six Honeywell PlaneDeck DU885 LCD Primary Flight Displays with Synthetic Vision - Includes PDSV software, rack modifications, wiring, and controls - Three Honeywell Laseref IV Inertial Reference Units (IRUs) - Replacement of existing Laseref IRUs, installed and aligned per STC requirements - Two Cursor Control Devices (CCDs) for pilot and co-pilot - Installed in cockpit side consoles with associated wiring and switches - One DL-1000 Database Loader - Replaces existing loader for improved software/database loading - Services Requested: - Project management support for schedule, cost, and technical supervision - Weekly status reporting on progress, issues, and completion estimates - Project kickoff and planning session within one month of award - Support for NASA contract surveillance and compliance inspections - Unique/Notable Requirements: - All work must be performed at an authorized Gulfstream facility - Downtime for the aircraft is limited to 20 working days - Project management and regular reporting are mandatory - Installation must include removal of obsolete cooling hardware and integration of new controls

Sources Sought Notice for GV Avionics & Display Upgrades

THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE.

National Aeronautics and Space Administration (NASA)/Armstrong Flight Research Center (AFRC) is hereby soliciting information from potential sources for the GV avionics and display upgrade.

The National Aeronautics and Space Administration (NASA) AFRC is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the GV avionics and display upgrades. Vendors are encouraged to demonstrate capabilities as a prime, subcontractor and/or teaming partner. The Government reserves the right to consider a Small Business, Small Disadvantaged Business (SDB), HUBZone, Veteran Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business, and Women-Owned Small Business (WOSB) business set-aside based on responses received.

Respondents are requested to provide informed input on realistic and appropriate SB subcontracting and/or participation goals for the specific requirement. This type of feedback supports NASA’s market research and helps ensure the acquisition strategy is aligned with actual industry capability. Industry feedback is requested for:

SB Subcontracting goals; Barriers that may limit SB participation, such as certifications, unique technical requirements, security needs, specialized tools, or high-risk performance areas and/or Strategies to increase SB participation, including: Breaking requirements into smaller components Identifying areas appropriate for subcontracting Considering teaming or mentor protégé approaches

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov. Interested firms are responsible for monitoring this website for the release of any presolicitation or solicitation notice.

Interested firms having the required capabilities necessary to meet the above requirement described herein should submit a capability statement of no more than five pages indicating the ability to perform all aspects of the effort. Response should be succinct and focused only on the requested information for the sources sought notice. A Statement of Work (SOW) is also attached.

Please advise if the requirement is considered a commercial or commercial-type product. A commercial product and commercial service is defined in FAR 2, Definitions.

In your response, please provide all the following to the best of your ability:

Company's name, address, primary point of contact (POC), email and telephone number. Company's SAM Unique Entity Identifier (UEI). Indicate if your company is interested in performing as a prime contractor or subcontractor. Description of the company's specific capabilities relevant to the sources sought requirements and SOW.
