NASA is seeking specialized technical and advisory services to support the Lightning Advisory Panel (LAP) and the development of Lightning Launch Commit Criteria (LLCC) for launch safety at Kennedy Space Center. - Government Buyer: - National Aeronautics and Space Administration (NASA) - NASA Shared Services Center (NSSC) - OEMs and Vendors: - Duke University (sole source provider for these services) - Products/Services Requested: - Technical and advisory services for the Lightning Advisory Panel (LAP) - Includes PhD-level expertise in atmospheric electricity or related STEM fields - Participation in one 3-day in-person meeting at Kennedy Space Center - Participation in 12-22 teleconferences - Leadership of sub-committees, review and editing of LLCC, analysis, research, and documentation - Deliverables include documentation of contributions and updated CVs - Travel expenses for the face-to-face meeting - Unique or Notable Requirements: - Sole source justification: Duke University is identified as the only provider with the required expertise - Focus on improving launch safety and availability through expert scientific input - Non-commercial, research-focused services - Capability statements from other organizations are invited, but no price quotes are requested at this stage

Synopsis:

NASA/NSSC has a requirement for Lightning Advisory Panel (LAP) and further development and evaluation of the Lightning Launch Commit Criteria (LLCC). 

NASA/NSSC intends to issue a sole source contract to Duke University, 2200 W Main ST Durham, North Carolina 27705-4640, under the authority of FAR 12.102(a). It has been determined that Duke University is the sole provider of Lightning Advisory Panel (LAP) and further development and evaluation of the Lightning Launch Commit Criteria (LLCC)

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Kennedy Space Center (KSC).

The Government intends to acquire Non-Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 13 for Non-Commercial

The NAICS Code for this procurement is 611310.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Central Standard Time on 7/14/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
