5.  Description: 

The Battery Science Branch at the Army Research Laboratory (ARL) requires one (1) isothermal calorimeter with coupled electrochemical control (four (4) channels) and measurements for testing four (4) batteries simultaneously. Delivery is required to ARL facilities in Adelphi, MD, 2800 Powder Mill Rd, Adelphi MD 20783-1138. The following components are required:

6.  This is a notice of intent to sole source, using Simplified Acquisition Procedures.  This notice of intent is not a request for competitive proposals.  However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice.  A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. 

7.  The anticipated award date is 14 August 2026.

8.  All responsible sources may submit a quotation, which will be considered by the agency.

9.  The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.103-1, Only One Responsible Source. That source is TA INSTRUMENTS -WATERS L.L.C. CAGE CODE 0MJS5, Address: 159 Lukens Drive, New Castle, Delaware 19720-2765, United States. using FAR Part 12 Acquisition of Commercial Products and Commercial Services.  TA INSTRUMENTS is the only known source that provides a complete hardware and software package (TAM IV within the Battery Cycler Microcalorimeter package). Procuring the TA Instruments TAM IV ensures experimental continuity and preserves historical data baselines established by the original equipment.
