This opportunity is for the supply of Level 1 HY-80 steel alloy plates and associated certification services for the U.S. Navy's Portsmouth Naval Shipyard, managed by DLA Maritime - Portsmouth. - Government Buyer: - U.S. Navy, Portsmouth Naval Shipyard (NAVSEA) - Defense Logistics Agency (DLA) Maritime - Portsmouth Contracting Division - Products Requested: - Level 1 HY-80 steel alloy plates, Type II, in three thicknesses: 2.00", 2.50", and 3.00" - Dimensions: 60 x 120 inches - Quantities: 100 units of each thickness (total 300 plates) - Part numbers: LLDAX1039 (2"), LLDAX1040 (2.5"), LLDAX1041 (3") - Services/Data Requirements: - Comprehensive certification and test data deliverables for each plate batch, including: - Inspection and test plans (DI-QCIC-81110) - Chemical and mechanical certifications (DI-MISC-81020) - Ultrasonic and non-destructive test procedures (UDI-T-23732B) - First article testing, process control, qualification, chemical/spectrographic analysis, tension, and impact test certifications - All data must be submitted and accepted prior to shipment - Notable Requirements: - Strict compliance with NAVSEA specification T9074-BD-GIB-010/0300 Rev 2 - Level I Special Emphasis material certification and traceability - First article inspection and recertification every 5 years - ISO 9001 certification and recent QA manual required for both manufacturer and prime vendor - Country of origin and manufacturer details must be provided for each item - No shipment allowed before acceptance of all certification data - OEMs and Vendors: - No specific OEMs or steel mills are named; any qualified manufacturer meeting the technical and quality requirements may compete - Period of Performance: - Delivery required within 120 days of award for all line items - Certification and test data must be submitted and approved prior to each shipment - First article recertification required every 5 years

Description

The Portsmouth Naval Shipyard requests responses from qualified sources capable of providing Level 1 HY-80 plates IAW attached documents (Notes: Vendor shall list the country of origin for each line item & If not the actual manufacturer- Manufacturer's Name, Location, and Business Size must be provided).

To be considered for award, the manufacturer and prime vendor (if not the manufacturer) must both have an ISO 9001 certificate and QA Manual (updated within 3 Years) and have comgleted a site visit.

NOTE: OFFERORS MUST COMPLETE THE ATTACHED PROVISIONS 52.204- 24, 52.204-26, 2S2.204-7016, AND 252.204-7019 AND INCLUDE THE COMPLETED PROVISIONS WITH THEIR OFFER.
