The University of Washington is seeking a Development Advisory Team (DAT) to guide Phase 1 of its South and West Campus Expansion, including a major hospital tower and new research facilities. - Government Buyer: - University of Washington (UW), including UW Real Estate, UW Medicine, and UW Procurement Services - Scope of Services: - Development advisory, capital strategy, sequencing, and program coordination for campus expansion - Integration of physical assessments, concept design, decanting strategy, enabling infrastructure planning, and capital strategy development - Support for uninterrupted emergency services and connectivity to existing hospital facilities - Compliance with campus master plan standards - Products/Infrastructure: - Construction of a new 300-400 bed inpatient hospital tower with helipad - Relocation of 560,000-880,000 square feet of Health Sciences and UWMC programs - Addition of 300,000-400,000 square feet of new research and innovation space - New dedicated electrical substation (110MW capacity, N+1 redundancy) to support campus growth, hospital expansion, AI research, and decarbonization - Includes three 60MVA, 115-26kV high voltage transformers and associated switchgear - Construction of substation building, installation of feeders, and improvements to power plant - Relocation of existing building occupants to enable substation construction - Unique/Notable Requirements: - Long-term engagement (8-10 years) with phased milestones - Emphasis on decarbonization and infrastructure reliability - MWBE participation goals (voluntary) - No specific OEMs or vendors named for equipment; focus is on advisory services and infrastructure planning - Attachments include technical briefs, MWBE forms, fee proposal templates, and project background documents

Description

The University of Washington is seeking qualified firms or teams with experience in real estate, campus development strategy, capital planning, sequencing, and related advisory services to support Phase 1 planning for the South and West Campus Expansion. The selected firm or team will provide advisory services to help UW evaluate program assumptions, integrate UW and Project Team inputs, develop an executable plan, and support and prepare capital strategy and sequencing and implementation recommendations for UW consideration. The solicitation includes a series of important dates such as informational meetings, a pre-proposal site tour, and a proposal submission deadline on August 16, 2026. The project is located in Washington State and requires bidders to meet minimum qualifications and be available for work in the state.
