This opportunity seeks to prequalify non-profit organizations to deliver homelessness services across New Brunswick for the Department of Social Development. - Government Buyer: - Province of New Brunswick, Department of Social Development, Homelessness Supports Unit - Scope of Services: - Emergency shelter services: low-barrier, safe, and inclusive temporary accommodation with basic nutrition, hygiene, and individualized case management - Temporary supportive housing: short-term, 24/7 staffed accommodation (including modular units), with wraparound supports and rapid housing placement - Permanent supportive housing: ongoing, 24/7 staffed housing with individualized case management, harm reduction, mental health/addictions support, and life skills development - Geographic Coverage: - Services required across 11 communities in four provincial zones - Eligibility & Requirements: - Open exclusively to non-profit organizations - Facilities must be appropriately zoned, accessible, gender inclusive, and culturally safe - Services must comply with trauma-informed, harm reduction, and Housing First principles - Compliance with New Brunswick Building and Fire Codes, CSA Accessibility Standards, and the Official Languages Act - Procurement Structure: - Two-phase process: prequalification (standing offer) followed by project-specific solicitations - Prequalified list valid for up to five years (three years plus two optional one-year renewals) - No OEMs or commercial product vendors are involved, as this is a services-based solicitation
