The City of El Paso Water Utilities Public Service Board is seeking proposals for on-call construction services to repair and restore street rights-of-way throughout El Paso, Texas. - Government Buyer: - City of El Paso Water Utilities Public Service Board (Purchasing and Contracts Department) - Scope of Work: - On-call, unit price construction services for approximately 1,100 project sites, with 850 trench patch operations anticipated - Work includes: - Trench patching with cement-stabilized backfill (various sizes) - Asphalt and concrete pavement removal and replacement - Hot mix asphaltic concrete (HMAC) overlays (1/2-inch, 1-inch, 2-inch) - Milling and resurfacing with HMAC - Sub-grade preparation and compaction - Installation of reinforced concrete pavement (9-inch, 12-inch, 1-inch) - Sidewalk/parkway and driveway removal and replacement (residential and commercial) - Curb and gutter work (various types) - Wheelchair ramps/curbs (ADA/TDLR compliant) - Meter box adjustments - Traffic control, including steel plate rental and installation - Roadway striping and reflectorized pavement markings (Type I and II) - Owner's allowance for unanticipated work - Products/Services Requested: - See detailed line items below for quantities and descriptions - Unique/Notable Requirements: - Adherence to City, County, and TxDOT standards - Site-specific completion deadlines (10 working days per site) - Daily liquidated damages for late completion - Qualified personnel and all necessary equipment/materials required - 5% proposal security and 100% performance/payment bonds - Compliance with minimum prevailing wage rates - Steel plate rental includes after-hours delivery and cancellation charges - Owner's allowance for unforeseen work - No specific OEMs or proprietary vendors are named; work is open to qualified construction contractors.

Description

This solicitation is for on-call construction services to repair street rights-of-way. The work includes furnishing all labor, materials, transportation, and services on an as-needed basis to repair or replace asphalt and concrete pavement, traffic control, steel plates, roadway striping, curbs and gutters, sidewalks, and driveways. The work will be performed on public rights-of-way such as highways, streets, alleys, and easements in connection with projects by or for El Paso Water Utilities. The contract requires qualified personnel and necessary equipment to complete assigned work efficiently and imposes site completion deadlines with daily liquidated damages for delays exceeding 10 working days.
